Mark Caplan, is a Baltimore native active in real estate investment and management as well as equipment and vehicle financing in the region. He is the President and CEO of The Time Group, a real estate equity firm where he has worked since the mid-1970s. The Time Group has interests in approximately 7,500 units of multi-family, manufactured housing, and senior living. He is also a founder and is currently the Chairman of WPM Real Estate Management, a manager of multi- family properties as well as other property types currently comprising in excess of 23,000 units. In addition to his real estate activities, Mr. Caplan is Chairman of the Management Committee of Madison Capital, an independent vehicle and equipment financing firm. Mr. Caplan is a member of the Board of Directors at Capital Bank, (NASDAQ, CBNK). Mr. Caplan is active in the non- for-profit community in Baltimore, having served or currently serving on the Boards of The Walters Art Museum, Downtown Partnership of Baltimore, The Bryn Mawr School, The Enoch Pratt Free Library, The Gilman School, Center Stage, B.E.S.T., Charles Street Development Corp., Real Estate Advisory Board of Columbia Business School, and St. Ignatius Loyola Academy. Mr. Caplan graduated from Gilman School in 1976 and Johns Hopkins University in 1981 where he received his Bachelor of Arts degree in Social & Behavioral Sciences. He received his Master of Business Administration from the Columbia Business School in 1983, which he attended as a Dean’s Fellow.

Jeff is responsible for expanding joint venture opportunities and overseeing a pipeline that exceeds $1 billion of mixed-use and multifamily developments throughout the Mid-Atlantic region. He has led the development of various communities, including Liberty Harbor East, Anthem House, Cathedral Commons, Union Wharf, The Fitzgerald, Flats170 at Academy Yard and Arbors at Arundel Preserve. Prior to joining Bozzuto in 2004, Jeff was Director of Development for Signature Properties in Baltimore City. Jeff is an active member of the Urban Land Institute, a board member of the inner-city youth UMAR Boxing Program: “No Hooks Before Books,” and the multifamily council chair for the Maryland Building Industry Association. He holds a Bachelor of Architecture from the University of Maryland, College Park where he graduated magna cum laude and he co-founded the school’s Real Estate Development Club.

Kim Clark is the Executive Vice President of the City of Baltimore Development Corporation (BDC). In her capacity as EVP she oversees neighborhood development, business development, capital budgeting, Small Business Resource Center, Emerging Technology Centers, Baltimore Main Streets program, marketing, and research & analytics. Among her achievements at BDC, Clark helped structure public private partnership financing for several major redevelopment projects, including several Tax Increment Financing (TIF) projects; the redevelopment of Belvedere Square, all parcels at Inner Harbor East, Payment in Lieu of Taxes (PILOTS) for several major developments, including the Westside and several grocery store projects. She was instrumental in retaining various businesses of all sizes and assisted smaller businesses with expansions. Clark represented the City in the development of the Horseshoe Casino Baltimore Clark is also the Vice President of the Maryland Economic Development Association, Chair of the Urban Land Institute Baltimore Council, and Second Vice President and Committee Chair of the Star Spangled Flag House. She also serves on the board of the Emerging Technology Centers, Small Business Resource Center, Leadership Maryland and the Baltimore Office of Promotion and the Arts; and is a member of the International Economic Development Council. In 2016 Kim was named by the Daily Record as one of Maryland’s Top 100 Women. Kim graduated Leadership MD in 2009 and is a Greater Baltimore Committee Leadership Class of 2007 graduate.

Doug joined Kinsley Construction in 2001, specializing in the delivery of preconstruction services. He combines a sharp intellect with a knack for relationship building, which serves him well when identifying client needs and soliciting competitive bids. Doug carries faith-based values and morals into the workplace and exhibits the utmost integrity at all times. Doug has extensive experience and relationships with both owners and subcontractors in the Maryland marketplace. His regional knowledge is supported by his depth of experience in delivering preconstruction, design-build, and design- assist services in all of the markets that Kinsley serves. In his role as director of preconstruction, Doug collaborates with Kinsley’s leadership and the preconstruction team to deliver high-quality services to our clients. He provides management of the overall coordination of projects during preconstruction, and is responsible for the performance of the preconstruction team.

With over 20 years of management and real estate development experience, Ivy Dench-Carter heads Pennrose Properties’ Baltimore Regional office, where she oversees all phases of development projects, from sourcing deals to securing financing to overseeing the successful transition to operations and management. Her extensive experience ranges from stand-alone affordable housing development deals to complex mixed-income, mixed finance and multi-phase redevelopment projects. Ms. Dench-Carter started her career with Pennrose at Pennrose Management Company in 1990 as a Site Manager for two developments before earning a promotion to Regional Property Manager, which gave her oversight of 21 affordable housing developments. In 1995, Ms. Dench-Carter joined Pennrose Properties, beginning her career in the arena of affordable housing development. She brings with her extensive knowledge of HOPE VI development, mixed-income and mixed-finance projects, and has extensive knowledge in the arena of affordable housing preservation. Currently, Ms. Dench-Carter has oversight for projects in Maryland, Virginia, North Carolina and the District of Columbia. Ms. Dench-Carter attended Spelman College in Atlanta, GA. Her civic involvement encompasses working with non-profit organizations, community organizations and religious affiliations. In addition, Ms. Dench-Carter serves on the Board of Directors for the Maryland Affordable Housing Commission and the Anne Arundel County Affordable Housing Coalition.

Peter Engel is the Deputy Commissioner of Baltimore Housing for Project Finance and Development where he oversees City-sponsored and public housing residential development. Developments consist of housing for a wide range of incomes with a variety of public and private funding sources, including the Housing Authority’s redevelopment of over 4,000 units under HUD’s Rental Assistance Demonstration (RAD), and the City’s redevelopment of the 60-acre Uplands site. Mr. Engel also served in this role from 2007 to 2015. Prior to his current role at Baltimore Housing, Mr. Engel was the Vice President for Development at the Arlington Partnership for Affordable Housing (APAH). In this capacity he was responsible for an active development portfolio of about 700 affordable housing units in Arlington County, Virginia, an urban suburb of Washington, DC. APAH’s projects include complex, hybrid nine percent/four percent low income housing tax credit transactions in high-rise structures and other affordable housing projects. Previously Mr. Engel was Assistant Director of Real Estate with the Montgomery County Housing Opportunities Commission. At HOC, Mr. Engel developed and supervised the direct development of over 1,450 mixed-income rental units. From 1996 to 2002 Mr. Engel served as the Director of Multifamily Housing for the Maryland Department of Housing and Community Development. He was responsible for all multifamily affordable housing lending activities, the low-income housing tax credit program, compliance monitoring and Section 8 programs. Mr. Engel began his housing career as an attorney practicing in both the public and private sectors. From 1991 to 1996 he was an Assistant Attorney General with the State of Maryland, assigned to the Department of Housing and Community Development. Mr. Engel received a B.S. in physics from the Johns Hopkins University and a J.D. from Harvard Law School.

Catherine has 15 years of real estate development and community development experience, including public and private sector experience. At Telesis, she is responsible for the management of a large scale, multi-phase neighborhood redevelopment project and oversees both homeownership and multifamily rental development. Catherine has responsibility for projects throughout the development life-cycle, from conception through lease-up or sale. She has extensive experience working with community partners and meeting with community groups and leads multi-disciplinary teams of design, finance and construction professionals on both single-family homeownership projects and mixed-income and mixed-finance redevelopment projects. Catherine came to Telesis from the New York City Department of Housing Preservation and Development (HPD) where she served as the Program Manager of HPD’s HUD Multifamily Preservation Loan Program. In this capacity, she was responsible for the direction of a new loan program targeted to finance the rehabilitation of large distressed multifamily buildings. Prior to that, she was a Project Manager in HPD’s Division of Special Needs Housing. From 2003 to 2005, she was a Presidential Management Fellow with the U.S. Treasury Department’s Community Development Financial Institutions Fund (CDFI Fund). Catherine is a graduate of the University of Notre Dame and received her Master of City Planning from the Massachusetts Institute of Technology.

Magda Westerhout joined Marks, Thomas, Architects in 1987 and has served in the role of project manager for many of the firm’s largest projects. She became a Principal of the firm in 1994, and works with the firm’s human resource manager to institute employee programs to ensure a successful work environment. Dedicated to socially viable projects and urban revitalization, Ms. Westerhout has over 30 years of experience in affordable housing, mixed income housing and mixed use projects for a variety of clients. She has successfully designed numerous housing projects ranging from high-rise towers to neo-traditional neighborhoods. Ms. Westerhout was President of AIA Baltimore in 1998, is a member of the Baltimore County Design Review panel, on the Associated Builders and Contractors/AIA advisory board and a Greater Baltimore Committee Leadership graduate. She continues to be active in the community and speaks locally and nationally on social and architectural issues.
