Mr. Finley is a Senior Vice President at Avanath Capital Management, LLC responsible for investment acquisitions

Prior to joining Avanath, Mr. Finley was a Vice President, Risk Policy at Centerline Capital Group where his responsibilities included the underwriting of both debt and equity executions. Transactions were primarily multifamily and included joint venture and preferred equity investments and Freddie Mac, Fannie Mae DUS, CMBS, and CDO financings. In addition, Mr. Finley was part of a dedicated investment team responsible for the origination, underwriting and asset management of investments made on behalf of the California Public Employees Retirement System (“CalPERS”).

Mr. Finley was a Senior Underwriter at Hawthorne Savings, later acquired by Commercial Capital Bank, in El Segundo, California. At Hawthorne his responsibilities included all aspects of the underwriting process for construction, purchase, and bridge financing on multi-family, high-end single-family, single-family tract development, condominium, and retail properties.

Mr. Finley received his Bachelors degree in Finance from the University of Notre Dame in South Bend, Indiana.

HTA was formed in 2001 by Wallace L. Scruggs, CPA, a former senior principal with the national accounting firm of The Reznick Group, (formerly Reznick, Fedder and Silverman). HTA has developed and is pursuing opportunities in Maryland, Virginia, Georgia, Florida and New Jersey.

Mr. Scruggs and the HTA team, bring more than twentyfive years of experience in the development, financing & management of affordable housing and market-rate real estate. Each individual's commitment to the cause of affordable housing has left indelible and important marks on the industry.

HTA has experience developing multifamily affordable housing in both urban and rural settings and in both large and small markets. Beyond this ability, HTA has in its ranks some of the industry's leading talent in the financial structuring and execution of a deal. In addition to the skills of the HTA's Principal, the Company employs specialists with expertise in finance, management, marketing and development. Shaun Smith is Senior Director of Freddie Mac's Targeted Affordable Production group. In her

role, she leads the national sourcing efforts and manages the company's marketing efforts with

Freddie Mac Sellers and other constituents in the affordable housing space, including state and

local housing agencies, policy makers, owners and investors.

During her tenure with Freddie Mac’s Targeted Affordable Housing management team, she has

been instrumental in doubling the company’s annual volume in the affordable housing debt

market. In addition, she is a frequent panelist and speaker at industry events.

A member of the Multifamily Division for 16 years, Ms. Smith was previously Senior Director of

Targeted Affordable Underwriting and Credit, a post she held for six years. Prior to that, she held

a variety of positions within the Risk Management and Underwriting and Credit Departments. A

veteran of the commercial mortgage industry, she has also held production and marketing

positions with The Archon Group, TIAA-CREF and CIGNA.

Ms. Smith has a B.A. in Government, cum laude, from Dartmouth College.

John Maneval

CDA Deputy Director

John R. Maneval was appointed CDA Deputy Director at the Maryland Department of Housing and Community

Development in May 2015. From 2012 to 2015, Mr. Maneval was Director of Lending for NeighborWorks

Capital, a nationally-focused Community Development Finance Institution (CDFI) serving members of the

NeighborWorks America network. Mr. Maneval previously worked at DHCD from 2001 to 2012 in various

capacities in the Multifamily division, and also has experience working in real estate development for a

nationally-focused nonprofit organization. Mr. Maneval has a Masters of City Planning from the University of

Pennsylvania (1992) and a Bachelor's of City Planning from the University of Virginia (1990).

Chickie Grayson is president and chief executive officer of Enterprise Homes, Inc. She has more than 30 years of experience

in the development of housing for people from all walks of life.

Since 1987, when she began her career with Enterprise, Chickie has established a reputation for building high-quality,

affordable, workforce and market-rate rental and for-sale homes. Enterprise Homes has a successful track record in

large-scale master planning, undertaking and completing complex mixed-income housing developments in both urban and

suburban areas in the Mid-Atlantic region. Enterprise Homes also has extensive experience in layered financing to achieve its

goals by working with private institutions and federal, state and local officials. To date, Enterprise Homes has developed

over 6,200 for-sale and rental homes, including more than 2,000 homes that meet the Enterprise Green Communities Criteria.

Chickie has been honored with a Lifetime Achievement Award by the Baltimore District Council of The Urban Land

Institute (ULI). She has also received the HOPE Leadership award for her achievements and dedication to providing

homeownership opportunities for minorities, and has been recognized by The Daily Record as an "Influential Marylander in

the field of Real Estate." Under her leadership, Enterprise Homes and its developments have received numerous awards,

including U.S. Green Building Council Neighborhood Development Awards for Excellence in Green Building, a HAND

Award for Best Development of the Year in the District of Columbia, an NAHB Multifamily Pillars of the Industry Award

for Workforce Housing, and an Excellence in Community Development Award from the MBIA Land Development Council.

Chickie is a graduate of the University of Maryland, where she earned her bachelor’s degree and master’s degree in urban

affairs. She serves on the board of the Maryland Affordable Housing Coalition (MAHC), and is the current president.

Chickie also serves on the Board of the Parks and People Foundation. Chickie has served on the Affordable Housing

Advisory Councils of the Federal Home Loan Bank of Atlanta and the Federal National Mortgage Association.

Bill Struever is a visionary real estate pioneer who has spent his entire

career finding creative ways to re-imagine urban properties. He has

extensive experience in developing and evaluating economics of real

estate transactions and ROI, preparing and evaluating financial proforma,

public private partnerships, and funding and investment strategies. At

Cross Street Partners, Mr. Struever is responsible for the company’s new

business pipeline for real estate development and tax credit consulting

services, sustainable construction practices, and strengthening public/

private relationships.

In 1974 Mr. Struever founded a company that would become Struever

Bros. Eccles & Rouse (SBER). The nationally-acclaimed development,

construction and property management company’s legacy was to

adapt and reuse economically obsolete industrial buildings and reclaim

under-productive urban brownfields. Struever has played a key role in

sustainable development through his passion, creativity and commitment

to rebuilding cities.

In 2010 Mr. Struever wound down the operations of SBER and formed

a new partnership with former executives, Cross Street Partners. Cross

Street Partners has built on the legacy of SBER with a fresh focus on

revitalizing urban neighborhoods around centers of innovation and

entrepreneurship.

Bill Struever was the driving force behind community revitalization efforts

that bolstered entire neighborhoods and extended beyond individual

projects. Struever played a key role in sustainable development through

his passion, creativity and commitment to rebuilding cities. His vision is

to lead the country in Green urban revitalization, setting new LEED

certified standards for all new projects.

Mr. Struever has received numerous awards for his business leadership

and devotion to urban communities, education, the environment, and

arts. Recently, he accepted the prestigious Urban Land Institutes’s Award

of Excellence for the preservation and redevelopment of Clipper Mill in

Baltimore, Maryland.

Ivy Dench-Carter

As Senior Vice President of Development, Ivy Dench-Carter oversees the execution and growth of Pennrose’s development pipeline within multiple designated regions, provides oversight of performance goals for the regions as identified in Pennrose’s Strategic Plan, and monitors regional performance and efficiency. Ivy also provides executive representation of Pennrose among industry organizations and associations, financial partners, design and construction partners, Housing Authorities, and State Agencies.

Ivy has more than 30 years of management and real estate development experience. She began with Pennrose Management Company in 1990 as a Property Manager for two properties before earning a promotion to Regional Property Manager, which gave her oversight of 21 affordable housing properties. In 1995, Ivy joined the development arm of Pennrose, expanding her career from property management to real estate development in the affordable housing arena.

Ivy previously led the Pennrose Baltimore Regional office (Maryland, District of Columbia, Virginia and U.S. Virgin Islands) where she oversaw all phases of development process, from sourcing deals to securing financing to overseeing the transition from construction to management. Under her supervision, she was proud to lead an exceptional staff who are responsible for the day-to-day project management and development activities. One of her many strengths is the ability to support her staff to successfully manage large teams to maintain the project the schedule and keep costs within budget. However, she continues to enjoy meeting with public housing residents and community stakeholders to alleviate their fears of redevelopment and providing them the opportunities for Section 3 and MBE/WBE participation during a transparent development process.

Ivy began her career in property management giving her a unique perspective during the development process. Her experience ranges from stand-alone affordable housing development deals to complex mixed-income, mixed finance, and multi-phase redevelopment projects including, HOPE VI, RAD, Upfront Grant and CHOICE programs. As a result, these programs require the complicated, multi-layered financing structures and the ability to secure soft resources required for 9% and 4% Low Income Housing Tax Credit transactions. While most of her career has been redevelopment of public housing, her office is also focused on mixed-income, mixed-use and market rate developments.

Throughout her career, Ivy has developed over thirty-five projects totaling approximately 2,400 units. Many of these projects involved public housing authorities and government agency owned land requiring the negotiation of complex Land Disposition Agreements and Master Development Agreements.

Ivy serves as President Emeritus of the Maryland Affordable Housing Coalition and is on the Board of Directors of Anne Arundel County Affordable Housing Coalition, Baltimore City Inclusionary Housing Board and The Reinvestment Fund Board of Directors. She is an active member of the community and a graduate of Leadership Maryland, an independent statewide program designed to expand the capacity of Maryland’s leaders. She is a frequent affordable housing panelist and recently recognized by the Baltimore Business Journal as a one of ten business executives for the 2019 Leaders in Diversity, which honors influential executives and business owners who promote diversity and inclusion in the Greater Baltimore business community. Ivy attended Spelman College in Atlanta, GA.

Catherine Stokes

Catherine has 15 years of real estate development and community development experience, including public and private sector experience. At Telesis, she is responsible for the management of a large scale, multi-phase neighborhood redevelopment project and oversees both homeownership and multifamily rental development. Catherine has responsibility for projects throughout the development life-cycle, from conception through lease-up or sale. She has extensive experience working with community partners and meeting with community groups and leads multi-disciplinary teams of design, finance and construction professionals on both single-family homeownership projects and mixed-income and mixed-finance redevelopment projects. Catherine came to Telesis from the New York City Department of Housing Preservation and Development (HPD) where she served as the Program Manager of HPD’s HUD Multifamily Preservation Loan Program. In this capacity, she was responsible for the direction of a new loan program targeted to finance the rehabilitation of large distressed multifamily buildings. Prior to that, she was a Project Manager in HPD’s Division of Special Needs Housing. From 2003 to 2005, she was a Presidential Management Fellow with the U.S. Treasury Department’s Community Development Financial Institutions Fund (CDFI Fund). Catherine is a graduate of the University of Notre Dame and received her Master of City Planning from the Massachusetts Institute of Technology.

Faith Nevins Hawks

Faith Nevins Hawks joined Marks Thomas, Architects in 1989 after completing her design studio professorship at the University of Maryland School of Architecture and became a Principal with the firm in 1996. Ms. Nevins has designed many senior living facilities and is always striving to lead the charge with innovative design solutions for senior housing. Dedicated to the pursuit of design excellence Ms. Nevins maintains the in house design review process as part of the firm’s quality control program. She has overseen the design on several of the firm’s award winning projects including NorthBay Environmental Education Center, winner of the National AIA award for Education and Sailwinds Visitor Center, Baltimore’s AIA Grand Design Award Winner. She juries for architectural design award programs with such entities as the Maryland Masonry Institute and National Council of Senior Housing. She is also a member of the Architectural Review Board of Baltimore County and provides design critique and thesis mentoring for the architectural programs at University of Maryland and Morgan State University.
