Prior to joining Greenberg Gibbons, he was a Partner and member of the management committee of Fedder and Garten, P.A., a Baltimore, Maryland law firm. Mr. Gibbons earned a Bachelor of Arts Degree in Social Sciences and a Juris Doctor Degree from the University of Maryland. He is a member of the International Council of Shopping Centers and serves on the boards of Sinai Hospital, Hospice of the Chesapeake, and the University of Maryland at Baltimore.

In 2013, Mr. Gibbons received the Distinguished Citizens Award from the Boy Scouts of America’s Baltimore Chapter for exemplifying strong community leadership and personal integrity. Most recently, he was named to the State of Maryland’s Private Sector Economic Development Commission, a group formed to recommend strategies to help map the future growth of Maryland’s economy.

Mark Levy is a seasoned real estate executive with extensive experience in logistics and industrial development. Following the October 2025 sale of Altman Logistics Properties, a company he founded and led as President, to FRP Holdings, Mark now serves as Chief Investment Officer at FRP. In this role, he oversees FRP Development Corp’s investment strategy, capital deployment, and portfolio performance across its logistics platform. He guides growth initiatives, optimizes returns, and ensures disciplined underwriting and execution throughout the investment lifecycle.

Over his extensive real estate career spanning over 25 years in logistics development, Mr. Levy has deployed over $12 billion of capital including large scale, multi-phase logistics development projects across South Florida, New Jersey, Southeastern Pennsylvania and the Mid Atlantic. He is considered one of the most experienced and knowledgeable real estate developers in the logistics sector and has been recognized by numerous trade associations and publications.

Before his tenure at FRP and Altman, he served as Chief Investment Officer at HRP Group, where he was instrumental in directing large-scale redevelopment projects nationwide and played a crucial role in establishing HRP's logistics platform, successfully overseeing the acquisition, development, and management of 20 million square feet of logistics space. Mr. Levy’s extensive experience encompasses senior leadership and capital deployment positions, including Head of Capital Deployment for the Eastern United States at Prologis, Vice Chairman at JLL, Senior Vice President for Florida at both Duke Realty and Opus, and Senior Investment Officer at Sumitomo Corporation of America.

A native of Philadelphia, PA, Mr. Levy earned his degrees in Economics and English from Syracuse University. Among his many professional associations, he is a member of the Zell Lurie Real Estate Center at the Wharton School at the University of Pennsylvania, a Governor of the NAIOP Research Foundation, and a leader of ULI’s Florida Industrial Development Council. Additionally, he is an advisor of the United States Chamber of Commerce, a member of the United States Capital Historical Association, an adjunct instructor of Georgetown University’s Master’s in Real Estate Capstone Program, and serves on the board of the Boys and Girls Clubs of Broward County.

Chickie Grayson is president and chief executive officer of Enterprise Homes, Inc. She has more than 30 years of experience

in the development of housing for people from all walks of life.

Since 1987, when she began her career with Enterprise, Chickie has established a reputation for building high-quality,

affordable, workforce and market-rate rental and for-sale homes. Enterprise Homes has a successful track record in

large-scale master planning, undertaking and completing complex mixed-income housing developments in both urban and

suburban areas in the Mid-Atlantic region. Enterprise Homes also has extensive experience in layered financing to achieve its

goals by working with private institutions and federal, state and local officials. To date, Enterprise Homes has developed

over 6,200 for-sale and rental homes, including more than 2,000 homes that meet the Enterprise Green Communities Criteria.

Chickie has been honored with a Lifetime Achievement Award by the Baltimore District Council of The Urban Land

Institute (ULI). She has also received the HOPE Leadership award for her achievements and dedication to providing

homeownership opportunities for minorities, and has been recognized by The Daily Record as an "Influential Marylander in

the field of Real Estate." Under her leadership, Enterprise Homes and its developments have received numerous awards,

including U.S. Green Building Council Neighborhood Development Awards for Excellence in Green Building, a HAND

Award for Best Development of the Year in the District of Columbia, an NAHB Multifamily Pillars of the Industry Award

for Workforce Housing, and an Excellence in Community Development Award from the MBIA Land Development Council.

Chickie is a graduate of the University of Maryland, where she earned her bachelor’s degree and master’s degree in urban

affairs. She serves on the board of the Maryland Affordable Housing Coalition (MAHC), and is the current president.

Chickie also serves on the Board of the Parks and People Foundation. Chickie has served on the Affordable Housing

Advisory Councils of the Federal Home Loan Bank of Atlanta and the Federal National Mortgage Association.

Wayne R. Gioioso, Jr. began his real estate career in 1984. Shortly thereafter, in 1987, he founded Mid-Atlantic Properties, Inc. The company’s substantial portfolio includes office, retail, parking, residential and storage properties, in addition to industrial land, throughout the Mid-Atlantic region. Over the course of his 40-year real estate career, Wayne has earned numerous awards and honors including winning the Baltimore Business Journal’s “Top 40 Under 40” award, being named a finalist for Ernst & Young’s “Real Estate Entrepreneur of the Year” award, receiving The St. Ignatius Award from St. Ignatius Parish and Fr. Bill Watters, and receiving the prestigious Kelley Medal award for distinguished alumni from his alma mater, Loyola Blakefield. Wayne is actively involved in the community and has served or is currently serving on the boards of: Cristo Rey Jesuit High School, Loyola Blakefield High School, Notre Dame Preparatory School, Johns Hopkins-External Affairs, Maryland State Fairgrounds, Baltimore County Economic Development Commission, Loyola University-Board of Sponsors and Signal 13 Foundation.

Nick Over joined PDG in January of 2023 as a new principal with a focus on development and acquisitions opportunities.

Nick’s expertise includes identifying, evaluating and initiating new real estate development opportunities within existing assets or raw land with a focus on mixed-use, retail, residential, and office products. Creatively finding value-add opportunities and executing on complex entitlements and construction is what drives him. Nick is an industry leader who can multi-task and has extensive firsthand lead experience from project conception through to completion and on-going operations of mixed-use assets.

Prior to joining the PDG team, Nick was the Vice President of Development for Retail Properties of America (now Kite Realty), where he led the development teams in the east region. Prior to RPAI/Kite Realty he spent 10+ years at The Peterson Companies and Federal Realty Investment Trust supporting some of the largest development projects in the D.C. / Baltimore corridor, Nick has the ability to leverage his local relationships with property owners, developers and municipality officials to identify value enhancement.

Nick has a B.S. in Business Administration and Accounting from the University of Louisiana-Lafayette and a J.D from Loyola University College of Law in New Orleans, Louisiana.

Dixon Harvey has founded and led Black Oak through the acquisition, redevelopment and new construction of projects in the Black Oak portfolio. He is responsible for deal flow, capital formation and overall Company performance. Dixon has built a diverse array of holdings, and has demonstrated the ability to develop successful and profitable projects in rural, suburban, and urban environments. Dixon has also focused successfully on challenging projects from obstacles to development or past poor performance issues that can be turned around for his investors.

Dixon started and has held key management positions in three companies bounded together by a theme of real estate and sustainability. Prior to founding Black Oak, Dixon served as a Development Director for Riparius Development Corporation, and was a Vice President at the Enterprise Development Company, an international retail development company headed by James W. Rouse.

Dixon has a BA from the University of Vermont and a MBA from Loyola College. He is involved with the Maryland Family Network, the Institute for Christian and Jewish Studies, the Baltimore Advisory Board of Branch Banking and Trust/BB&T, Episcopal Ministries for the Aging, and Garrison Forest School.

Mr. Bookhout serves as Senior Vice President of Development & Investments. He plays a lead role in the company’s mixed-use development division, with responsibility for sourcing, evaluating, underwriting, acquiring and executing projects in the Mid-Atlantic region and the Carolinas. Prior to joining Greenberg Gibbons in 2021, he was Vice President of the Mid-Atlantic & Carolinas Regions for AvalonBay Communities, where he specialized in mixed-use projects that feature multifamily housing over retail and led teams that delivered more than 2,300 units. Mr. Bookhout holds a Bachelor of Business Administration from the University of North Carolina, a Master of Professional Accounting from the University of Texas, and a Master of Business Administration from the Kenan-Flagler Business School at the University of North Carolina. He is a Certified Public Accountant and serves on the UNC Kenan–Flagler Business School’s Board of Advisors, and has previously served on the Board of Directors for AIRS-Empire Homes and the Waterfront Partnership of Baltimore. He is a member of ICSC and Urban Land Institute (ULI).

Since entering the commercial real estate industry in 2006 Gil Neuman has earned a reputation for

closing complex investment sales for owners across the spectrum, from private families and developers

to the largest publicly traded institutions. He is known for integrity, resourcefulness, market knowledge

and extensive relationships in the business.

Neuman began sales brokerage at the largest retail leasing firm in the mid-Atlantic just prior to the

recession. While transactions nationwide slowed to a crawl Gil stood out as a success, closing deals.

When the economy rallied, Neuman joined a DC-based investment sales firm as Managing Director to

successfully close hundreds of millions of dollars in retail sales, followed by the formation of Neuman

Commercial Group.

Real Estate Alert has twice (2015 & 2016) ranked Neuman a “Top Retail Broker” on their top nationwide

investment sales broker list, while American City Business Journals has twice named Neuman a

commercial real estate “Heavy Hitter.” Neuman has spoken on multiple Washington D.C. and Baltimore

“State of the Market” real estate panels, is quoted regularly in the media and is a long-standing member

of the International Council of Shopping Centers (ICSC). He holds a Master degree in Real Estate from

Johns Hopkins University, a Master in Talmudic Law from Ner Israel Rabbinical College and a Bachelor in

Film Production from the University of California, Los Angeles where in a previous life he wrote and

produced for the Hollywood film industry.

Faith Nevins Hawks joined Marks Thomas, Architects in 1989 after completing her design studio professorship at the University of Maryland School of Architecture and became a Principal with the firm in 1996. Ms. Nevins has designed many senior living facilities and is always striving to lead the charge with innovative design solutions for senior housing. Dedicated to the pursuit of design excellence Ms. Nevins maintains the in house design review process as part of the firm’s quality control program. She has overseen the design on several of the firm’s award winning projects including NorthBay Environmental Education Center, winner of the National AIA award for Education and Sailwinds Visitor Center, Baltimore’s AIA Grand Design Award Winner. She juries for architectural design award programs with such entities as the Maryland Masonry Institute and National Council of Senior Housing. She is also a member of the Architectural Review Board of Baltimore County and provides design critique and thesis mentoring for the architectural programs at University of Maryland and Morgan State University.

David Karceski is a member of the firm’s State and Local Government Practice Group and counsels the firm’s clients on real estate development and zoning and land use matters.

Mr. Karceski assists local, regional and national clients in obtaining legislative, administrative and regulatory approvals during all phases of development and permitting processes in Baltimore City and Baltimore County. The types of projects Mr. Karceski has been involved with include transit-oriented developments, mixed-use town centers, industrial and office parks, institutional campus improvements, multi-family communities and residential subdivisions, and a variety of commercial and retail projects. Signage approvals are a critical component of these projects that Mr. Karceski has obtained to increase the value of all types of development for the client.

Prior to joining Venable, Mr. Karceski served as a law clerk to Chief Judge Joseph F. Murphy, Jr. on the Court of Special Appeals. He drafted and edited opinions and assisted in revising The Maryland Evidence Handbook.
