HTA was formed in 2001 by Wallace L. Scruggs, CPA, a former senior principal with the national accounting firm of The Reznick Group, (formerly Reznick, Fedder and Silverman). HTA has developed and is pursuing opportunities in Maryland, Virginia, Georgia, Florida and New Jersey.

Mr. Scruggs and the HTA team, bring more than twentyfive years of experience in the development, financing & management of affordable housing and market-rate real estate. Each individual's commitment to the cause of affordable housing has left indelible and important marks on the industry.

HTA has experience developing multifamily affordable housing in both urban and rural settings and in both large and small markets. Beyond this ability, HTA has in its ranks some of the industry's leading talent in the financial structuring and execution of a deal. In addition to the skills of the HTA's Principal, the Company employs specialists with expertise in finance, management, marketing and development. Andrea "Dee" McClure, managing director, is responsible for all aspects of financing including structuring, origination, closing and deal management for Agency transactions.

Ms. McClure has more than 25 years of experience and has originated over $2 billion in Agency financings throughout her career. A frequent panelist and speaker at many of the industry’s core conferences, she is actively involved in the Urban Land Institute (ULI) and serves a vice-chair of the Multifamily Blue Product Council. She is also a member of the National Multi Housing Council (NMHC) and NMHC’s Government Investment Credit and Subsidy Subcommittee. Additional, Ms. McClure is active in the National Leased Housing Association (NHLA) and the Mortgage Bankers Association (MBA), the leading national trade association representing the lending community. Ms. McClure is the past chair of MBA’s Multifamily Committee, Steering Committee and the FHA Insurance Subcommittee, and continues to be involved in legislative, regulatory and policy issues affecting multifamily and healthcare finance. She holds the Certified Mortgage Banker (CMB) designation.

Prior to joining Walker & Dunlop, Ms. McClure served as senior vice president at CWCapital LLC where she played an integral role in the firm’s FHA lending strategy and multifamily and healthcare lending programs.

Mark Caplan

Mark Caplan, is a Baltimore native active in real estate investment and management as well as

equipment and vehicle financing in the region. He is the President and CEO of The Time Group,

a real estate equity firm where he has worked since the mid-1970s. The Time Group has interests

in approximately 7,500 units of multi-family, manufactured housing, and senior living. He is also

a founder and is currently the Chairman of WPM Real Estate Management, a manager of multi-

family properties as well as other property types currently comprising in excess of 23,000 units.

In addition to his real estate activities, Mr. Caplan is Chairman of the Management Committee of

Madison Capital, an independent vehicle and equipment financing firm. Mr. Caplan is a member

of the Board of Directors at Capital Bank, (NASDAQ, CBNK). Mr. Caplan is active in the non-

for-profit community in Baltimore, having served or currently serving on the Boards of The

Walters Art Museum, Downtown Partnership of Baltimore, The Bryn Mawr School, The Enoch

Pratt Free Library, The Gilman School, Center Stage, B.E.S.T., Charles Street Development

Corp., Real Estate Advisory Board of Columbia Business School, and St. Ignatius Loyola

Academy. Mr. Caplan graduated from Gilman School in 1976 and Johns Hopkins University in

1981 where he received his Bachelor of Arts degree in Social & Behavioral Sciences. He

received his Master of Business Administration from the Columbia Business School in 1983,

which he attended as a Dean’s Fellow.

One of the most dynamic professionals in Maryland Real Estate over the last two decades, Billy Yerman has made a lifetime out of the safe transfer of real property. He is a past president of the Maryland Land Title Association and of the Greater Baltimore Board of Realtors. In his long career Billy was CEO of Fountainhead Title and The Strata Group, an organization that encompassed a residential real estate firm, two title companies, a mortgage group, and a personal finance company. In addition to his business pursuits, Billy has given back to the community as a passionate advocate for the next generation by serving on the Board of Trustees of Garrison Forest School and as a past Chairman of the Board of Junior Achievement of Central Maryland. Billy is a graduate of Emory University in Atlanta, and the University of Maryland School of Law.
