Mrs. Latsha holds a bachelor’s degree in Philosophy from the University of Texas at Austin and has been

involved in affordable housing since 2005. She started as a project/new business manager for the non-

profit Cesar Chavez Foundation, where she was responsible for the production of the organization’s

affordable housing developments in Texas. She joined the Texas Department of Housing and Community

Affairs in 2012 as the Competitive (9%) Housing Tax Credit Administrator and was promoted to Director

of Multifamily Finance. Mrs. Latsha joined Pedcor Investments in 2015 and is a Vice President of

Development, where she primarily sources Texas transactions financed with housing tax credits and tax-

exempt bonds. Since joining Pedcor, the Texas portfolio has increased by 15 separate developments and

over 3,200 units of affordable housing, with more in the pipeline. She has served on the executive

committee for her neighborhood organization, volunteered at St. Austin Catholic Parish, and was

elected to the Texas Affiliation of Affordable Housing Providers (TAAHP) board in 2018, where she

currently serves as President-elect. She is also on the board of Community Housing Resource Partners

and most recently a founding member of the Texas Chapter of the Women’s Affordable Housing

Network (WAHN). She is a proud wife and mother of two and enjoys running, hiking, Astros baseball,

and tracking her Civic Type R.

Jason Arechiga

Jason Arechiga joined The NRP Group in 2012 as a Land Acquisition Specialist and now serves as Senior Vice President of Development.

He is responsible for the company’s affordable housing and mixed-income portfolio throughout Texas. His primary duties include sourcing and entitling new projects, from land acquisition to the start of construction, and he does the preliminary underwriting of all development deals.

Arechiga fosters strong working relationships with housing authorities, government agencies, and other development partners, ensuring a smooth and collaborative approach to achieving shared goals. These relationships and shared goals have led to many creative approaches to financing affordable housing throughout the state of Texas. He serves on the board of the Texas Association of Local Housing Finance Agencies and is an active member of the Texas Affiliation of Affordable Housing Providers.

Prior to joining NRP, Arechiga was the co-owner and manager of Hillstar Investments, a single-family residential development firm in South and Central Texas for more than a decade. He also served as an adjunct professor at Alamo Colleges teaching both Texas and U.S. history courses. Arechiga currently serves as the board chair of Any Baby Can, a non-profit organization dedicated to providing direction and guidance for families of children and youth with special needs. Arechiga holds a bachelor’s degree in marketing from Texas A&M University and a master’s degree in military history from Norwich University.

Pawel (Paul) Hardej (Principal), is an architect, developer, entitlement expert and community steward. He combines the vision and passion of a long-time entrepreneur with the steady hand and structured approach of a corporate professional, allowing him to interface naturally with a wide range of clients and partners. He has been directly responsible for the acquisition, design, development or redevelopment of almost $2 billion of mixed-use, condominium, multi-family communities totaling over 2,000 units, as well as multiple retail and entertainment properties. Pawel has also negotiated millions of dollars in incentives, tax credit deals and complex entitlements and is considered a zoning and urban planning expert. Prior to founding Metropolitan, he was an Executive Vice President at Lincoln Ventures and also served as Vice President of Development at Intracorp, one of North America’s largest residential developers, where he managed the development of multiple projects, including the 49-story 44 East condominium high-rise project in downtown Austin, TX. Pawel started his career in Chicago, IL, his first adopted hometown in the United States as the founder and CEO of Metropolitan Development Enterprises where he developed numerous award winning mid-rise and town home projects over a ten year stretch.

A native of Warsaw, Poland and now residing in Austin, TX, Pawel studied Architecture at both Warsaw Politechnic University and at the University of Detroit Mercy and also at the International Academy of Merchandising & Design in Chicago.

Timothy N. Ramon is a 3rd generation Demolition Contractor. As President of JR RAMON Demolition, LLC., he has nearly 30 years of experience in the demolition industry and previously served as a Director on the Board of the National Demolition Association, an organization in which he remains heavily involved.

JR RAMON was the first, licensed demolition contractor in San Antonio and has provided demolition and support services to Austin, San Antonio and South Texas for over 50 years. The company earned its excellent reputation for safety and demolition expertise by providing on-call demolition services to state, federal and municipal entities throughout Central and South Texas. They provide residential, commercial, and industrial demolition – from selective to total demolition services, as well as bridge demolition, concrete removal, roll-off dumpster service, site preparation and restoration, disaster emergency response, and debris removal and final disposition resulting from natural disasters. In addition, JR RAMON owns and operates a concrete crushing facility to produce top grade recycled concrete aggregate material for use in the construction of commercial and residential developments and infrastructure.

After 75 years in business, JR RAMON continues to be an integral part of re-shaping the San Antonio and Austin urban skylines by clearing the way for new developments. The company still operates under the founder’s original vision of creating a company that will provide employment opportunities for the families in the community. Joe Ramon, Sr. started J.R. Ramon & Sons as a “mom and pop” business after returning from WWII in 1945. Today, under Tim’s leadership, JR RAMON employs 120 full-time employees and maintains their outstanding reputation as a highly capable and experienced Demolition Contractor.

Ryn is currently the director of FMGA's Multifamily Studio, working on projects throughout the US with a focus on the Mid-Atlantic and Midwest. He works across project teams to conceptualize and deliver effective, impactful, and inventive projects that enhance the communities they inhabit and optimize clients’ goals.

Ryn is dedicated to partnering with municipalities to analyze creative opportunities to deliver needed affordable housing and generate innovative solutions for urban infill and adaptive reuse of sites and structures. His focus at FGMA has been on growth, while continuing an exemplary tradition of client service, building long lasting relationships for repeat business.

Ryn holds a Master in Design Studies from the Harvard Graduate School of Design with a concentration in Critical Conservation and a Master of Architecture from Northeastern University. He also holds a B.A. in Architecture from Princeton University. Ryn’s academic and professional work has centered on the transformative redevelopment of existing building fabric, including adaptive reuse, historic preservation, urban infill, and deep energy retrofits. The studio’s current design work is pushing the envelope of mixed uses to create vibrant, healthy, and inspired urban environments.
