Steven DeFrancis is the founder and CEO of Cortland. He has more than 25 years of experience in complex multifamily development and management, specializing in unique development and value-add opportunities. Since its founding in 2005, Cortland has expanded into a global, vertically integrated, multifamily real estate investment, development, and asset management company. Anchored on providing a beautiful, yet affordable living environment and an enriched lifestyle to its residents, the company has adopted the unique approach of internalizing the majority of the functions dedicated to achieving those two objectives – from construction and design to product development.

Steven and his team manage a portfolio of multifamily assets located in twelve states, primarily throughout the Southeast, Midwest, and Texas. Internationally, Cortland maintains a global materials sourcing office in Shanghai and a development and management platform in the UK. The company employs more than 2,000 associates and owns and manages more than 60,000 apartment homes. Cortland is a National Multifamily Housing Council (NMHC) Top 50 Owner and Manager and is ranked 6th among Atlanta’s “Top Workplaces” in the large employer category (2019).

Steven earned his bachelor’s degree in Real Estate from The University of Georgia’s Terry College of Business. He is a member of The Buckhead Coalition and serves on the board of the Atlanta Neighborhood Development Partnership. He is also a member of The Real Estate Roundtable, The Urban Land Institute, and the National Multifamily Housing Council.

Patrick Carroll

Patrick Carroll is the founder and CEO of CARROLL. As CEO, Patrick Carroll defines and implements strategic plans designed to further expand CARROLL's existing platforms. He infuses a hands-on approach to guide every aspect of the company leveraging his diverse real estate investment experience, asset management expertise, and overall industry knowledge. This approach, along with an aggressive acquisition strategy, led to the national growth and rapid success of “CARROLL”.

Relevant Experience – Patrick Carroll started his real estate investment and development career in December of 2004, founding Carroll Organization and investing in residential properties in Georgia and Florida. Following these initial investments, M. Patrick Carroll developed several residential communities in Georgia, North Carolina, and South Carolina. With the success of those residential developments, he turned his focus to commercial real estate development and investment, successfully developing a retail shopping center, a mixed-use property, and student housing. In 2008 Patrick Carroll successfully sold his development projects.

In 2009, Patrick Carroll acquired three property management companies; creating a 20,000 unit Property Management Infrastructure for Carroll Organization. In 2010, in partnership with Institutional Investors, Carroll began acquiring Multifamily Properties throughout the Southeast and Texas. To date, Carroll has successfully acquired over $6.6 Billion in Multifamily Properties, as well as successfully exited sixty of these properties; resulting in $4.5 Billion in sales proceeds and producing an average gross IRR of ~28%.

Education/Affiliations – Patrick Carroll is an active supporter of Jesuit High School in Tampa, FL, Academy of the Holy Names in Tampa, FL, The Boys and Girls Club of Tampa Bay.

Patrick Carroll is currently a member of the National Multifamily Housing Council, and the Urban Land Institute.

Joe Lubeck

American Landmark

Joe is the CEO of Electra America and CEO and Co-Manager of American Landmark. An expert in value-added and distressed real estate repositioning, and multifamily acquisitions, operations and disposals, Joe has overseen four successful multifamily portfolio builds totaling 100,000 units, with a value in excess of $7 billion, over the last 15 years. He was the original founder of Landmark Apartment Trust, which sold its portfolio in 2015 for $1.9 billion.

Joe and his partners returned to the private sector in 2015 to begin a new portfolio build under the Electra America brand. As CEO of Electra America, Joe oversees all aspects of the company’s operations, from finance to property management. An honors graduate of Cornell University, Joe holds a Juris Doctor Degree from Delaware Law School. He is active in numerous civic and charitable organizations, including AIPAC, Hillel, and The Cornell University Tower Club.

Norman Radow

The RADCO Companies

Norman Radow established The RADCO Companies in 1994, founded on his lifelong passion to improve the

lives of people and neighborhoods. Norman was born and raised in public housing in Brooklyn, New York. His

harrowing experiences as a young boy showed him firsthand the influence that property management and

public policy can have on the quality of life for residents and the greater community.

Norman founded The RADCO Companies, a real estate investment firm, in 1994 focusing on developing for-

sale urban condominiums until 2006. Then it pivoted to manage workouts and became the leading

restructuring firm in the United States, overseeing much of Lehman Brothers’ real estate assets in bankruptcy.

RADCO identified multifamily as the next investment opportunity coming off the Great Recession in 2010.

Since then, RADCO acquired and invested in approximately 30,000 apartment units in 15 markets and

completed and sold over 100 multifamily transactions totaling $3.2 billion. Norman launched Radco

Residential in 2014, to deliver superior human-centric data-driven property management, construction, and

asset management services for The RADCO Companies’ rapidly evolving portfolio and for third party clients.

The company delivered substantial operational success while embracing a warm and nurturing culture and

cutting-edge business practices while always delivering on life lessons that Norman learned in his youth.

In addition to multifamily, RADCO’s Hospitality Division was created in 2021 in response to the pandemic’s

operational and capital markets disruptions. RADCO has since acquired twelve hotels in three states and

continues to seek out hospitality assets in the southeast US as well as other markets.

Norman was the long-time chairman of Kennesaw State University’s Board of Trustees, serves on The Board

of New York Law School, and along with his family, is an active philanthropist. He has received many awards

for his service to the community. In 2020, the State of Georgia Board of Regents named “The Norman J.

Radow College of Humanities and Social Sciences” after him. Norman was awarded an honorary PhD in 2023

from KSU. He also earned a Juris Doctor from New York Law School and a BA in history from SUNY

Plattsburgh.

Noel Khalil

Founder, Chairman, & CEO

In his role as Founder and Principal of Columbia Residential, LLC, Mr. Khalil directs the company in its

mission to provide quality affordable housing in major metropolitan communities. He formed the company

in 1991 as the Affordable Housing Partnership, Inc. and concentrated on real estate development consulting.

By 1995, he expanded the scope of the organization to include full-service real estate development and

management, changing its name to Columbia Residential. Today, Noel is responsible for the company’s

strategic planning and development operations, as well as the formation of alliances with local communities,

non-profit CDCs, financial institutions, governmental entities, and public housing authorities. He leads

Columbia Residential’s development team in the selection and acquisition of residential sites and personally

handles the structuring of multifamily housing transactions financed through low income housing tax credits,

HOME loans, FHLB subsidy, HOPE VI loans and conventional bank loans.

Prior to establishing Columbia Residential, Noel acted as President of Gibraltar Land, Inc., (a subsidiary of

H.J. Russell & Company) an Atlanta-based real estate development company. In this position, he managed all

real estate investment, acquisition, and development activities. His additional professional background

includes positions as Executive Vice President of H.J. Russell & Company and Senior Vice President of U.S.

Home Corporation. During his extensive career in the industry, Noel has been responsible for the

development of more than 10,000 multifamily and single-family housing units throughout the United States.

Kim Bucklew

As the Managing Director, Kim Bucklew is responsible for multifamily development across Southern California, including the review, negotiation, coordination and processing of all property transactions. Her background includes acquisitions and due diligence of new development sites, as well as development management for market-rate apartments, student housing and senior living communities. Ms. Bucklew is an active member of Urban Land Institute, ULI, Young Leader Mentorship Program, Urban Development Mixed Use Council – Silver Flight, the Metro Atlanta Chamber and the Atlanta Multifamily Network in Atlanta. She received an MBA from the University of North Carolina’s Kenan-Flagler Business School.

Meaghan Shannon-Vlkovic

Meaghan Shannon-Vlkovic is vice president and market leader for Enterprise Community Partner’s Southeast market, which includes the states of Georgia, North Carolina, South Carolina, Florida, Alabama and Tennessee. She leads Enterprise’s programmatic work in the region, focused on providing an array of resources to affordable housing and community development partners. This includes capacity building assistance for preservation and neighborhood stabilization, and helping communities plan for future development, such as transit-oriented development opportunities around Atlanta’s expanding public transit system.

Prior to joining the Southeast office in 2010, Meaghan was development coordinator at Monadnock Construction in Brooklyn, N.Y., where she was responsible for planning and analysis of housing development opportunities. From 2001 to 2004 she was a program officer and assistant director of housing and finance in Enterprise’s New York office, where she coordinated technical assistance and training to nonprofit and for-profit developers while overseeing a project management team and portfolio of tax credit developments. Previously Meaghan was executive director of Aquinas Housing Corporation, a Bronx nonprofit, community-based organization involved in the rebuilding and management of 1,200 units of housing serving the formerly homeless, seniors and families with low to moderate incomes.

Meaghan earned her bachelor’s degree from SUNY Oneonta College and her master’s degree from CUNY Hunter College in New York City.

Cris Sullivan

Cris Sullivan is the Chief Operating Officer for Gables Residential. Gables is a vertically integrated private multi-family REIT specializing in the development, construction and management of class A apartments and mixed use communities. She oversees the management of 30,000 apartment homes and 600,000 sq. ft. of retail space located in 18 markets across the US. In addition, her responsibilities include the company’s sustainability program, facilities management group, corporate marketing efforts and the 3rd party management business. Cris began her career with Gables Residential predecessor, Trammell Crow Residential, as a leasing consultant in 1988 and has held numerous positions in property operations, learning and development and brokerage. She leads the Gables Charitable Contributions Committee and is active in a number of charities personally and professionally. Cris is a recipient of the Real Estate Forum’s 2015 Women of Influence Award. She is a graduate of Florida Atlantic University and holds a Florida Real Estate Broker’s License.

Dawn Severt

EXECUTIVE VICE PRESIDENT & CHIEF FINANCIAL OFFICER

Dawn Severt is Executive Vice President and Chief Financial Officer. She has 24 years of experience with Gables and has been in her current role since 2005. Dawn was previously Senior Vice President and Chief Accounting Officer and prior to joining Gables in 1994, she was a Manager in the audit practice of Arthur Andersen LLP. Dawn serves on the Executive Committee of the National Multifamily Housing Council and as Chair of its Investment Committee. She is also a member of the Urban Land Institute. Dawn serves on the Board of Directors of DFB Pharmaceuticals, Inc. and as Chair of its Audit Committee. She serves on the Board of the Piedmont Park Conservancy, and as Treasurer and Chair of the Finance Committee. Dawn is a Certified Public Accountant and a graduate of The Ohio State University, participating as a member of the Alumni Advisory Board of the Fisher College of Business.

John Akin

EXECUTIVE VICE PRESIDENT & CHIEF INVESTMENT OFFICER

John joined Gables in 2016 as Executive Vice President and Chief Investment Officer. Prior to joining Gables, he was the Chief Financial Officer and Chief Investment Officer at the Flournoy Companies. Before Flournoy, John was a Senior Vice President at Carter where he led multi-family investment and development efforts on behalf of the Carter Funds and Senior Vice President of Development and Investments at Novare Group. In his real estate career, John has overseen the financing, development, and acquisition of nearly $2 billion worth of multi-family and mixed-use projects totaling more than 7,000 units. Previously, John worked as a Principal at The Boston Consulting Group (BCG) and a Senior Consultant for Ernst & Young. He is active in the National Multifamily Housing Council and serves on the board of the Fort McPherson Redevelopment Authority. John received a Bachelor of Business Administration from the University of Georgia and an MBA from Duke University.

Philip Altschuler

SENIOR VICE PRESIDENT, HUMAN RESOURCES

Philip Altschuler assists entrepreneurial organizations in driving revenue and profits through comprehensive talent management strategies. His strength is in creatively leveraging HR and technology innovations to improve the acquisition, development, and support of talent. As Gables' Senior Vice President of Human Resources and Learning & Development, Philip is integrating recruitment, performance management, and engagement programs into the organization's overall strategy. In addition, he directs a team that manages benefits, wellness education and incentives, and award winning 401(k) educational programs. With a reputation for high energy and strong results, Philip is passionate about coaching leaders on how to increase their effectiveness, leadership presence, and support of a healthy workforce. Committed to ongoing professional development, Philip is actively involved with the National Multi Housing Council, National Association of Real Estate Investments Trusts, the Society of Human Resource Management, and the International Coaching Federation. He has earned certifications in Leadership Coaching (Georgetown University) and Personal Branding. Philip holds a MBA from the University of Maryland and a Bachelor of Science from the University of Nevada, Las Vegas.

Dennis Rainosek

SENIOR VICE PRESIDENT, PORTFOLIO MANAGEMENT

Dennis Rainosek is Senior Vice President of Portfolio Management. He is responsible for dispositions, risk management, property taxes, and Gables Corporate Accommodations, a division which provides furnished apartment units nationally. Dennis joined the company’s predecessor, Trammell Crow Residential, in 1986 as a Division Controller, and from 1989 to 1994 was the Chief Financial Officer for operations in Texas. He is an active member of the Texas Apartment Association. Dennis is a Certified Public Accountant and a graduate of the University of Texas.

David Reece

SENIOR VICE PRESIDENT, FINANCE AND CAPITAL MARKETS

David Reece is Senior Vice President of Finance and Capital Markets. He is responsible for debt and equity financing, including the capitalization of new development opportunities with construction financing and joint venture equity. Prior to joining Gables, he was Director of Acquisitions for American Realty Advisors and was responsible for acquisitions on the eastern seaboard and southeast. Prior to that he was with Northwestern Mutual Life Insurance Company for 14 years and was involved in debt and equity transactions in the southeast including construction financing, joint ventures and acquisitions. David is a graduate of Iowa State University, B.A. Architecture, and MS Civil Engineering and received his MBA from Kellogg Graduate School of Business at Northwestern University.

Donna Summers

SENIOR VICE PRESIDENT, OPERATIONS

Donna Summers is Senior Vice President of Operations. She has over 30 years of property management experience and over 21 years with Gables. She has held a variety of property management and operations roles in several markets throughout the Southeast and West, and is now responsible for property operations nationally. She holds her CPM certification and is an active member of the Institute of Real Estate Management. She also served on the Board of Directors for the Apartment Association of Greater Dallas and the Legislative Committee for AAGD. Donna attended The University of North Texas and Oral Roberts University.

Joseph Wilber

SENIOR VICE PRESIDENT, INVESTMENTS - EAST

Joe Wilber is Senior Vice President of Investments for the East region. He has over 30 years' experience with Gables and its predecessors, and is responsible for all of the development and acquisition activities in Atlanta, Florida, and the DC area. During his tenure with Gables, he has been involved in the development, redevelopment or acquisition of more than 20,000 apartment homes. Additionally he is an active member of the Atlanta Apartment Association, where he currently serves on the Legislative Committee and previously served on the Board of Directors, is on the Board of Liveable Buckhead, and is a member of the Urban Land Institute. Joe is a graduate from The University of Georgia.

Chad DuBeau

Senior Managing Director

Chad DuBeau is the Senior Managing Director of Mill Creek's development efforts in the North Florida

and Atlanta, where he is responsible for pursuing new development opportunities, product design, and

the pursuit of entitlements to meet all local jurisdictional requirements. Prior to this position, Chad served

as Managing Director in Mill Creek's Mid-Atlantic region where he notably had oversight of the 703-unit

apartment community, Avenir Place, at the Dunn Loring Metro Station in Merrifield, Virginia.

Prior to joining Mill Creek, Chad was a Managing Director with Trammell Crow Residential (TCR) and was

with the company from 2004 through 2010. Prior to joining TCR, Mr. DuBeau was a Regional Operations

Manager/Team Leader with the Bozzuto Group, a role in which he was active throughout the Mid-Atlantic

region with a concentration on the Washington, DC and Baltimore markets.  At Bozzuto, he was

responsible for all phases of development for multiple product categories, including multifamily homes,

town homes and single-family homes, and land development projects.  Prior to Bozzuto, he worked as a

Project Manager for Milestone Communities and as Project Engineer for VIKA, Inc.

Chad obtained a BS from University of Delaware in Civil and Environmental Engineering and an MBA

from the George Washington University.

Jim Schroder

Jim Schroder is a partner and strategic CFO whose duties cover a broad spectrum of the company’s business to ensure its long-term success and financial sustainability. His primary responsibility is to secure equity capital through direct investments, programmatic joint ventures, and fund vehicles for TriBridge’s investment platform, which closed over $1.6 billion in transactions in the past three years. As a member of the firm’s Investment Committee, he reviews and approves all investments. In addition, Jim oversees all investment management and reporting functions.

Prior to joining the company in 2013, Jim accumulated over 10 years of global experience in real estate private equity, development, and strategy consulting while based in Singapore, Denver, and New York City. Immediately out of college, he co-founded a start-up consulting firm and managed its operations, where he served as project manager for “The Beltline Emerald Necklace Report” at Alex Garvin & Associates. Jim gained international experience in Asia real estate and capital markets based out of Singapore and, separately, obtained significant experience in distressed investing in the US real estate during the last downturn in 2009-2011.

Jim received a Bachelor of Arts in Political Science from Yale University and a Master of Business Administration in Real Estate and Finance from the Wharton School at the University of Pennsylvania. He is a member of ULI Atlanta’s Capital Markets Council and is a member of the Atlanta Beltline SID Steering Committee. Jim holds a strong sense of civic duty and seeks to use his professional experience to advocate workforce housing and improve public education in the City of Atlanta.

In his spare time, Jim is an outdoor enthusiast. He has biked across the US, competes in triathlons, and enjoys traveling with his family and photographing their adventures together. When he is not traveling, you will find him most weekends on Atlanta’s BeltLine with his family.

Thomas Flournoy

Thomas H. Flournoy, President and Chief Executive Officer of Flournoy Development Group, has been with the Flournoy Companies since 1981. He holds a Bachelor of Science degree from Georgia Institute of Technology. Tom is responsible for the company's developments including site selection, design, construction, financing and disposition strategy. He has been integral to the development of over 135 apartment communities utilizing private and institutional equity, syndications, HUD financing, tax credit funding, as well as historic renovations, single family, condominium, and commercial developments. Tom is John F. Flournoy's brother.

Eddy Benoit

Eddy Benoit Jr. is the President and CEO of The Benoit Group, which is comprised of a commercial development group and a real estate consulting firm. With over twenty years of experience in the commercial development industry totaling over $1.8 billion in project value, he currently focuses on the firm’s business diversification and geographical expansion. Mr. Benoit’s strategic plan consists of leveraging the company’s core expertise through its vertical integration, and providing turnkey real estate solutions in the market place. The Benoit Group’s platform involves low risk development pursuits and real estate advisory services, positioning the firm to succeed through various real estate cycles.

Mr. Benoit is engaged in the operation of the development group which focuses on the sustainability and development of Mixed-Income Family, Independent Senior, Workforce, and HUD-subsidized Affordable Housing. It also targets Higher Education student housing development opportunities within major university systems and historically black colleges and universities. Additionally, he is very active in the business development of the consulting group, growing its footprint within the US and abroad.

Prior to establishing The Benoit Group, Mr. Benoit served as President of Ambling Development Partners. He was responsible for the company’s strategic direction, as well as growth and expansion into new markets throughout the country. In addition to overseeing the development operations for Ambling Development Partners, he focused on structuring public and private joint-venture partnerships, raised private investment capital, securing competitive financing programs with key lender relationships, managing overall company financial risks, and monitoring the disposition strategy for all major projects.

In 2007, Mr. Benoit also founded Ambling International Consulting which focused on offering real estate advisory and program management services to foreign governments within the Caribbean and Africa, while working closely with their Cabinet ministries.

Earlier in his career, as Vice President, Mr. Benoit managed the multi-family division for Regent Partners, where he was responsible for the development and asset management of both the conventional and HUD financed residential portfolio. Mr. Benoit has a long history of leadership in various real estate developments, where he managed the joint-venture structure of mixed-use, retail, office and hospitality projects. While at Regent, Mr. Benoit was also instrumental in the success of the Military Housing Privatization Group. Over a three year period, this group was awarded four U.S. Army installations for the privatization of on-base housing projects located at Ft. Carson, Ft. Eustis, Ft. Story, and Ft. Monroe; for over $500M in project value.

Mr. Benoit has also worked in various project management capacities on the construction management of several stand-alone high-rise office and medical buildings for Skanska USA, one of the largest general contractors in the country. During his tenure at Skanska, Mr. Benoit worked on a total project portfolio value of $200 Million.

EDUCATION / AFFILIATIONS:

Mr. Benoit’s educational background includes a Master of Science in Construction Management from Southern Polytechnic State University; with a concentration in Real Estate; and a Bachelor of Science in Building Construction from the University of Florida. Mr. Benoit has also earned his CCIM designation, and is fluent in French, Spanish, and Haitian Kreyol.

He is an active board member of the University of Florida’s Masters of Science in Real Estate program, as well as an active member of several other professional associations including NH&RA, NAHB, ULI and NAIOP

Rob has a diverse skill set focused on multifamily project execution and capital structuring. Over the course of his career he has directed 75+ transactions, capitalized at over $2 Billion, including 3,500 units of new and condominium conversion, and 20,000 units of apartment acquisition, renovation and development.

Matt Samuelson

Matt Samuelson serves as Chief Operating Officer for Integral’s Commercial Real Estate Division. With

over 20 years in development, program and construction management, Mr. Samuelson brings to bear an

expert understanding of asset development, entitlement, execution and delivery, operations and life-

cycle of facilities and improvements. His leadership of the development and execution functions

includes oversight of program development, development pro forma budgeting, project entitlement,

A/E and contractor platform relationships, construction budgeting and contracting, construction

Mr. Samuelson’s career began at Danis Industries, a heavy civil construction firm focused on water,

and education projects. He served as President of CCL Associates, a regionally based development and

program management firm, where he led the evolution of its brand and its offerings, culminating in

projects totaling over $1 billion in development costs. Mr. Samuelson continued his dedication for

program management in founding a firm that specializes in campus, recreational, performance and

assembly spaces. He left his firm to become President of Integral Gude Program Management where he

doubled operations before advancing to Integral’s Commercial Real Estate Division, where he has been

key to advancing the platform to its current position as a national market and product leader.

Mr. Samuelson graduated from the Georgia Institute of Technology with a Bachelor of Science degree in

Civil Engineering and received a certificate of engineering from Oxford University, Oxford, England. He is

Galina Alexeenko is a Senior Economist at CoStar Group, a leading provider of commercial

southern United States. She also conducts advanced analysis of current economic

developments by reviewing economic data from regional and national sources and provides

assessment of their possible implications for the commercial real estate industry.

Ms. Alexeenko was previously a Regional Economic Information Network Director at the

Federal Reserve Bank of Atlanta. She was responsible for gathering and analyzing economic

intelligence from information networks of industry executives, civic and business leaders, and

Crescent Heights, a national developer and owner of properties across all asset types.

Jason ran all of Crescent Heights’ West Coast development and operations with a team of

over 150 personnel, focusing on ultra-luxury apartment rentals, including NEMA in San

Francisco – a 754-unit project that leased up in 6 months under Jason’s stewardship and

has maintained a 95%+ occupancy since stabilizing in 2013; as well as Ten Thousand in

Beverly Hills with rents topping $70,000 per month. Jason was recognized as the California

Apartment Association’s Director of the Year in 2014 and San Francisco’s Apartment

Association’s Director of the Year in 2015.

Prior to Crescent Heights, Jason held a leadership position with Atlantic Realty

Development Corporation. The executive team tasked Jason with restructuring operations

and growing the profitability of a struggling multifamily portfolio. Jason took responsibility for

the 72-property, 36,000 unit, portfolio and rebuilt the division from the ground up leading to

a significant growth in profitability.

Summary

Atlanta’s metro area thrives on its strong businesses and the workforce that comes along with the 15 fortune 500 companies that make ATL their home. And outside of Atlanta, the Southeast remains a huge hub for multifamily development. Although the market is constantly evolving, affordability is a buzzword on everyone’s lips and an issue that looks here to stay. 

Ten years after the Great Recession, the U.S economy is strong, unemployment is the lowest it's been since the 1960s and thousands of new apartments are getting built around the country. Yet, despite the influx of jobs, wage grown has remained stagnant, leaving millions of middle class Americans without savings, living paycheck to paycheck as they continue to fight for what generations before have taken for granted: decent, affordable housing. 

As millennials flock to the southeast, and the population expands, so has the boutique apartment pool. Unemployment rates are low, which means there is no shortage of people looking to rent. However, what does this say about the socioeconomic system at large? Salaries are simply not pacing along with the rising rents and lack of affordable places to live is anything but abundant.
