UDG adds Jacob Fisher as Regional VP of Development for Mid-Atlantic
BISWIRE/Dec. 17, 2025 — Ulysses Development Group (UDG), a mission-driven developer and owner of affordable and workforce housing, is pleased to welcome Jacob Fisher as Regional Vice President of Development. Jacob will lead key affordable housing initiatives to expand UDG’s impact in the Mid-Atlantic market, primarily, Pennsylvania, New Jersey, and Delaware.
Jacob began his career in the public sector, serving as the Assistant Director for Policy for the Mayor of Philadelphia. In 2007, he transitioned to development and steadily advanced into senior leadership roles over nearly two decades with Pennrose, LLC. During this time, Jacob developed deep expertise in working across public, private, and non-profit sectors to bring affordable housing projects to completion. He has played a leading role in the development of over 3,000 housing units, with a total value exceeding $1 billion. His tenure includes significant regional leadership experience, overseeing complex projects and partnerships designed to address critical housing needs.

Jacob is active in state and federal advocacy for affordable housing resources. He is the Chair of the Pennsylvania Developers’ Council and a board member of the Pennsylvania Housing Alliance and the Building Industry Association of Philadelphia. He has spoken at trade conferences, in academic settings, before the Pennsylvania and New Jersey State Legislatures, and the Philadelphia City Council, proving himself to be a go-to leader for housing policy and advocacy.
