UDG Adds Kathryn Saar As Regional VP Of Development For Texas, Affordable Housing Industry Veteran Brings Extensive Public And Private Sector Expertise To UDG

BISWIRE/Oct. 30, 2025 — Ulysses Development Group (UDG), a mission-driven developer and owner of affordable and workforce housing, is pleased to welcome Kathryn Saar as Regional Vice President of Development. Kathryn will lead key affordable housing initiatives, leveraging her nearly two decades of experience to expand UDG’s impact in Texas.

Kathryn brings nearly 20 years of experience in the affordable housing industry, including expertise in both public and private sectors. She began her career building single-family homes with a nonprofit before joining the Texas Department of Housing and Community Affairs, where she managed the State’s 9% Low-Income Housing Tax Credit program. In the private sector, Kathryn oversaw the development of over 2,300 affordable housing units in Texas, securing more than $250 million in tax credit equity and $370 million in financing.
