Maryland Department of Transportation Seeks Development Teams for Rogers Avenue Metro Station
BISWIRE/April 13th, 2026 — The Maryland Department of Transportation (MDOT) announced the release of a Request for Qualifications on April 6, 2026, seeking a qualified development team to advance transit-oriented development at the Rogers Avenue Metro Station in Northwest Baltimore City.
The effort aims to develop nine acres of state-owned land currently being used for a parking lot. The project will aim to turn the parking lot — which generates neither state nor local tax revenue — into an asset that increases transit ridership, increases housing supply, maximizes the return on state transportation infrastructure investment, and supports local community needs, with the potential to deliver more than 400 new housing units and generate more than $27 million in combined State and local tax revenue.
The Rogers Avenue Metro Station Joint Development project is a priority initiative identified under MDOT's Transit-Oriented Development Program and builds upon the vision outlined in the Rogers Avenue TOD Site Strategy and the Baltimore Region TOD Strategy. A key recommendation of both reports is to advance a joint development solicitation for the North Parcel at Rogers Avenue to catalyze TOD and unlock the site's potential for new housing and community investment as part of a broader strategy to activate underutilized state-owned land near transit.
The selected developer will be responsible for the design and delivery of a meaningfully dense, mixed-use, transit-oriented development that integrates seamlessly with the station and complements the surrounding residential neighborhoods, in coordination with MDOT, the Maryland Transit Administration, Baltimore City, and community stakeholders.
Shortlisted respondents will subsequently be invited to respond to a Request for Proposals (RFP).
MDOT will host a site visit for the Rogers Avenue Metro Station Joint Development solicitation to provide prospective respondents with a walkthrough of the development site and an opportunity to ask questions in advance of the formal Q&A period ahead of RFQ submissions.
