Victor Hoskins joined the Fairfax County (Va.) Economic Development Authority as president and CEO on August 5, 2019. Previously, he was the director of Arlington (Va.) Economic Development since 2015. In that role he is most known for leading the team that successfully attracted Amazon HQ2 to Arlington County, a deal that will bring between 25,000 and 37,850 Amazon jobs to Arlington, stimulate creation of another 75,000 jobs in the Washington region, and generate between $3.2 and $4.8 billion in revenue for the Commonwealth of Virginia. Under Mr. Hoskins’ leadership, Arlington County also successfully implemented an Innovation Strategy that moved it toward technology and private sector commercialization. Other successes in Arlington include Nestlé, Applied Predictive Technologies, Deloitte and Phone2Action. Previously, Mr. Hoskins worked in private real estate investment on Wall Street. He also served as deputy mayor of economic development for the District of Columbia, during which time he led the turnaround of the District’s economy with projects such as The Wharf and City Center. During his career, his work has resulted in almost 375,000 jobs, and he has led the teams that negotiated more than 700 major business deals resulting in billions of dollars in private investment. He holds a master’s degree in city planning from the Massachusetts Institute of Technology and a bachelor's degree with honors from Dartmouth College.

Juliann Clemente, President, has been involved with and responsible for all aspects of real estate planning, use, financing, refinancing, management, leasing and sale. Her experience includes financial accountability for developed, undeveloped and underutilized properties, as well as turnaround and operating responsibility for commercial/retail operations. Ms. Clemente was named Fairfax County’s 2004 Volunteer of the Year and received the Lady Fairfax Award from the Fairfax County Board of Supervisors. In 2010, Ms. Clemente was appointed Trustee Council Member for the Jamestown-Yorktown Foundation; in 2011, she was appointed Commissioner of the Virginia Port Authority. She is a Celebrate Fairfax, Inc. Board Member, appointed by Fairfax County Board of Supervisors’ Chairman, Sharon Bulova. Ms. Clemente graduated from American University in Washington, D.C. and is currently pursuing her Master’s Degree at George Mason University in Fairfax, Virginia.

Mr. Otteni holds a Bachelor of Science in Commerce from the University of Virginia and a Master of Business Administration with a concentration in Real Estate from the Kenan- Flagler Business School at the University of North Carolina. He joined Boston Properties in 2000 upon his graduation from KFBS, and has since taken on increasingly complex roles in the development of the company’s projects. As a Senior Vice President in the Development department in Washington, DC, Pete has direct responsibility for all aspects of development, acquisition and disposition projects throughout the greater DC region, including acquisition/land acquisition, financing, entitlement, design, construction, and leasing. Since joining Boston Properties, Mr. Otteni has managed or been directly involved with over 4.5 million square feet of completed or in process development.

Bob joined Walsh, Colucci, Lubeley & Walsh in 2015 and is an associate in the firm’s Land Use & Zoning practice group. His practice focuses on securing zoning and land use entitlements including rezonings, special exceptions, special use permits and development special use permits in Fairfax County, the City of Alexandria, the City of Fairfax and the Town of Vienna. Prior to joining Walsh Colucci, Bob gained valuable experience representing condominium and homeowners associations throughout Northern Virginia. Bob graduated from the Columbus School of Law at the Catholic University of America in Washington, DC after earning a Bachelor’s degree in government from the College of William and Mary. He and his family currently reside in Fairfax County.
