DC Auditors Find Systemic Mismanagement In Affordable Housing Program

The DC government has spent about $700M over the last 15 years to create affordable housing, but an audit of the program running that effort revealed some serious management problems.

The Office of the DC Auditor found the program failed to collect millions in loan repayments, had not monitored ongoing eligibility of affordable housing tenants and had not sufficiently ensured housing developers were sticking to the prescribed mix of income levels, The Washington Post reports

The auditors examined 14 residential projects financed by the Housing Production Trust Fund, 13 of them from before Mayor Muriel Bowser took office in 2015. The auditors concluded from the problems identified at these 14 projects that the trust fund has systemic management failings.

In response, DC officials said the city is making progress in creating housing and said the 14 properties selected were not a representative sample, but acknowledged improvements can be made to the program.
