President Donald Trump said he is determined to resurrect the failed Republican healthcare bill to overturn the Affordable Care Act before moving on to tax reform.

The move surprised some party members who were expecting the new administration to turn its attention to tax legislation, but Trump indicated he needs healthcare savings before he can pay for a tax bill, the Wall Street Journal reports. The president also implied he needs healthcare reform to achieve his economic growth goals of 4%, levels most economists say are not feasible.

Experts said whether Trump’s new attempt at healthcare succeeds or fails, it is likely tax reform is many months away.
