The Future of the Northwest Corridor

Herb Atchison was elected Westminster Mayor in November 2013 and then re-elected as Mayor again in November 2017. He was first elected to City Council in 1997 and served two terms before leaving because of term limits. Atchison has previously served as a member/chairman of the city’s Special Permit and Licensing Board for 16 years, and also served as a member of the city’s Planning Commission after his second term on council. Atchison returned to council in 2011. Atchison serves on the Board of Directors for the Westminster Legacy Foundation, the Board of Directors and as an Executive Officer for the Denver Regional Council of Governments (DRCOG), Chairman of Board of Directors for the North Area Transit Alliance (NATA), the U.S. 36 Mayors County Commissioners Coalition, the Executive Committee for the Metro Mayors Caucus, he also serves on the Urban Drainage and Flood Control District Board of Directors, and serves as a Board of Director's member for the Regional Air Quality Control Board as an appointee of the Governor. He volunteers with the Westminster Parks, Recreation and Libraries Department, and the Westernaires children’s group of Jefferson County. Atchison previously served on the adjunct faculty for ITT Technical College, Colorado State University (CSU) and Colorado Christian University, teaching at several of their campuses, and is a professional project manager and works as an independent consultant to numerous clients in the private and government industries.

The mayor was elected at large in 2013. He was re-elected in 2015. His current term ends in November of 2017. His parents moved to Broomfield in 1966. After college and spending six years in the oil and gas industry he moved his family back to Broomfield in 1986. He is married to Wendy Ahrens and has three grown daughters, Ashley Luman, Amy Ahrens and Jordon Felker. Our Government is related directly to the U.S. Constitution and we have graciously sworn our allegiance to upholding the guiding principles created by our illustrious forefathers. It is a privilege and an honor to serve the community where I grew up and it has significantly shaped my ideals and ethics. Therefore, the passion for the well being of Broomfield citizens will always guide my decisions to maintain a safe environment and promote fiscal responsibility.

Carl Koelbel is COO of Koelbel & Company where he carries on a three-generation tradition of real estate development in the Denver Metro area. His primary focus is on identifying new opportunities for development and acquisition, directing the vision of the company into the mid-21 st century, and managing operations. In 2012 he started the Koelbel Urban Homes division which focuses on developing for-sale, infill homes. He also works extensively developing affordable housing in Colorado. In just over 12 years Koelbel and Company will have delivered close to 750 units of affordable housing in 10 different projects with more to come. He also manages major projects for Koelbel including the redevelopment of Regatta Plaza in Aurora and innovative new office communities in Aurora, Omaha, and beyond. Carl received his Masters of Business Administration with a concentration in Real Estate and Finance from the University of Colorado in Boulder. Before receiving his M.B.A. he was a Research Associate at the Urban Land Institute in Washington, D.C. At U.L.I. he assisted the Senior Resident Fellows in various research projects with a focus on infrastructure and its effect on land use patterns. He has a B.A. in Economics and International Relations from the University of Southern California and is an avid skier, golfer, and tennis player. He is always thankful of the support of his wife Fallon and three children, Harper, Reagan, and Presley.

Anne Bruce, Vice President of Human Resources at Sierra Nevada Corporation, is responsible for Human Resources and employee compliance matters at the corporate level. Ms. Bruce joined SNC in early 2017 and has over 20 years of broad Human Resources experience with large and mid-sized companies in the areas on employee relations, recruiting and staffing, performance management, benefits administration, and developing policies and procedures. Before joining SNC, Ms. Bruce served as the Vice President of HR at Smith & Wesson. Prior to this, Ms. Bruce spent eight years with Coldwater Creek, a specialty women’s clothing retailer in which she served in a number of Human Resources leadership roles. She began her HR career at Harry & David, a vertically integrated specialty cataloger and retailer of fine foods and gifts. Ms. Bruce has a proven record of building highly effective teams and delivering results through performance-driven leadership. She finds her satisfaction in getting teams on track, providing a cohesive vision that aligns with long-term strategy, and building talent capabilities. Ms. Bruce believes that organizations who trust, develop and believe in their people and their ideas are more effective and retain the top talent they need to sustain long term success.

Kevin Jenkins serves as the Chief Executive Officer at St. Anthony North Health Campus, overseeing all operational oversight and day-to-day planning for the hospital. Kevin is a key member the St. Anthony North Health Campus executive leadership team and is instrumental in the development of future strategic and operational planning for the health campus and supporting ambulatory network by identifying new programming and services which increase access to care in the north metro Denver area. Furthermore, Kevin oversees the operations of emergent and urgent care centers across the Mountain and North Denver Operating Group of Centura Health (comprised of St. Anthony North Health Campus in Westminster; St. Anthony Hospital in Lakewood; OrthoColorado Hospital in Lakewood; Avista Adventist Hospital in Louisville; and St. Anthony Summit Medical Center in Frisco). Prior to joining St. Anthony North Health Campus as Vice President of Operations, Kevin served as the Vice President of Ambulatory Care for the Mountains and North Denver Operating Group of Centura Health since 2014. During this time, he was instrumental in the execution of Mountain and North Denver Operating Group’s ambulatory strategy and development of neighborhood health centers, outpatient health facilities comprised of primary care and subspecialty clinics, free standing emergency departments, and emergent and urgent care centers. Prior to that role, Kevin served as Vice President of Administration at St. Anthony North Hospital where he spearheaded operations for the opening of the new St. Anthony North Medical Pavilion (ED, GI Lab, Imaging Center and Multispecialty Clinic Space), in addition to the expansion and development of the new St. Anthony North Health Campus. Kevin has a proven track record of defining strategic direction, ensuring project execution and achieving organizational business strategies. Kevin earned his BS in Business Management from Brigham Young University Idaho and his MHA from the University of Washington. He is active in the American College of Healthcare Executives.

Monica joined CenturyLink via the recent merger with Level 3 Communications and is in her thirteenth year with the company. Based in Broomfield, CO as the General Manager Sales for Colorado, Monica leads several local account teams to serve the needs of strategic enterprise customers in the state of Colorado. As the local market leader, she directs her teams to utilize CenturyLink’s extensive global fiber footprint and product solutions portfolio to serve the needs of business enterprise customers throughout the state of Colorado. Monica is also the former Chief of Staff for CenturyLink’s Wholesale, Indirect, Inside Sales and Content divisions. While in this role as Chief of Staff, she directed the successful expansion of the company’s CollegeConnect Sales Academy program. Monica has successfully led field sales teams as Sr. Director of Sales in Global Accounts with a focus on the financial vertical. Monica previously led regional sales teams in the Ohio/Michigan/Indiana/Kentucky areas prior to moving to Denver. She has established a long history of successful sales and leadership achievements, including past President Club wins. Prior to joining CenturyLink, Monica held key sales management roles at Covad, as well as Sprint. She earned her Bachelor of Science in Industrial Engineering from University of Toledo in Toledo, OH and her MBA in Business Management from Ashland University in Ashland, Ohio. She and her husband are located in the Denver area.

Marc Painter’s real estate practice focuses on complex real estate transactions, finance and development, as well as banking and related business counseling. For over 25 years, Marc's regional and national development and lending clients have sought his creative counsel in navigating difficult transactions to profitable completion. Strong Cost-Benefit Approach: Marc’s past experience as an economist and banker brings a unique and valuable cost-benefit approach to transactions and disputes. That experience also gives him knowledge of the financial and business needs of other parties in a deal and an ability to effectively work through those issues early to reach a favorable agreement. Structuring Deals to Avoid Litigation: Marc's prior experience as a commercial, banking and real estate litigator affords him a thorough understanding of the reasons for disputes and a unique sensitivity to the potential for, and the distractions of, litigation. Clients value his experience in helping them anticipate and then develop effective strategies to structure deals in ways that avoid disputes or in positioning their transactions properly if litigation is a necessity.

Mile High Development is a veteran of large scale mixed use projects including Colorado Center, a $100 million mixed use project at I-25/Colorado Blvd. in central Denver in conjunction with TIAA-CREF, the world’s largest private pension fund, which launched its first phase in 1986 and completed the second and third of the ultimate six phases in 1999. The project features a 9 screen United Artists Theatre with an IMAX Theatre, and 600,000 square feet of Class A office space in two 12 story towers, and 1600 structured parking spaces. Mile High Development was also the Developer of the Wellington E. Webb Municipal Office Building in downtown Denver, a $200 million, 700,000 square foot Class AA office building developed for the City and County of Denver in 2001/2002. Mile High Development was the Co-Developer of the $100 million Co-Development Project in concert with the Denver Art Museum expansion project, which included the 980 space Cultural Center Garage; the 55 unit Museum Residences condominium/mixed use project that was completed in 2007, and the 165 room ART Hotel which opened in July 2015. Mile High Development was also Co-Developer, with Opus Northwest, of Lakewood City Commons, an $80 million mixed use retail, office/civic and community development, including a new City Hall for the City of Lakewood. Today, Mile High Development is focused on various mixed-use TOD opportunities, including affordable housing projects utilizing LIHTC at existing light rail stations along the southeast I-25 corridor, and the new R line/Aurora light rail corridor, including the Apartments at Yale Station, a 50 unit Senior 9% LIHTC affordable housing project at the Yale light rail station completed in 2011; University Station, a 60 unit Senior 9% affordable housing project located at the University of Denver light rail station completed in February 2014; the 66 unit 9% LIHTC affordable housing project, Garden Court Apartments at Yale Station, which will be completed in June 2016. Mile High Development and Koelbel and Company broke ground in April 2016 on the 112 unit Ash Street Apartments, a 4% LIHTC affordable family/workforce project adjacent to the 9 th and Colorado redevelopment project on the former University of Colorado Health Sciences Center. In partnership with Koelbel and Company, Mile High Development was selected by the City of Aurora and the Aurora Urban Renewal Authority in 2015 as the Master Developer of the Regatta Plaza Shopping Center at Nine Mile Station, a 22 acre site which will be redeveloped into a 700,000 sf TOD project beginning in the Fall 2016 and will include a new 80 sf King Soopers; 500 market and affordable rental housing units; an entertainment district featuring restaurants and entertainment retail, and a major office component, all connected by a PED bridge to Nine Mile Station. In 2011, Mr. Thorn was the co-recipient(with Mr. Buz Koelbel)of the inaugural Transit Alliance Leadership Award as Outstanding Leader in the Private Sector. In 2001, Mr. Thorn was named Honorary Dean of the Burns School of Real Estate and Construction Management at the University of Denver, and is currently serving DU as Executive in Residence. Mr. Thorn received a Bachelor of Science degree in Aerospace and Mechanical Engineering from the University of Arizona in 1967. He is a former Board member of NAIOP, and is a Full member of the Urban Land Institute (ULI) and a member of the ULI Executive Committee. He is a former Denver Urban Renewal Authority (DURA) Commissioner, and was Chair of Downtown Denver, Inc., in 2002 &2003, and Chair of the Downtown Denver Partnership in 2004.

Since joining Element Properties in 2015 Catherine Bean, Principal, has managed development projects and helped to craft and execute the company’s strategy. She’s overseen a range of projects, including the conversion of more than 230 apartments from market rate to permanently affordable, the repositioning of a commercial building in Flatiron Park, and the development of for-sale townhomes in downtown Boulder. Catherine has also spearheaded Element’s growing permanent supportive housing portfolio by receiving competitive 9%, 4%, and Colorado state low-income housing tax credits (LIHTC) for projects that will provide housing and supportive services to the most vulnerable in our community. Previously, she spent four years with the U.S. Department of Housing and Urban Development (HUD) where her responsibilities included managing FHA’s Breaking Ground Program and overseeing and analyzing HUD’s $13.6 billion share of the American Recovery and Reinvestment Act. Prior to that, she worked for New Orleans Area Habitat for Humanity in the wake of Hurricane Katrina. Catherine earned her B.A. in history from the University of Virginia and her MBA from Harvard Business School. She sits on the board of the Boulder Shelter for the Homeless and enjoys spending time with her husband, daughter, twin boys, and dog, Huckleberry.

Sarah has 16 years of experience in the public and private sector in the field of urban design and planning, with work throughout the country but with a focus in Colorado and California. At the City of Westminster, she led long range planning and urban design as Principal Planner and Senior Urban Designer, writing and managing award-winning plans including the citywide Comprehensive Plan and Downtown Specific Plan. As a consultant for Dyett & Bhatia Urban and Regional Planners in San Francisco, she led multiple transit-oriented redevelopment and station area plans, citywide comprehensive (general) plans, and community and area-specific outreach processes. Her work has encompassed land use and urban design strategies for major transit centers including San Jose Diridon Station and Santa Clara Station; working with major transit agencies including the California Metropolitan Transportation Commission, Bay Area Rapid Transit, Valley Transportation Authority, Sam Trans, CalTrain, and the California High Speed Rail Authority; and managing and writing multiple downtown and community-wide comprehensive plans. Prior to Dyett & Bhatia, Sarah worked for Goody Clancy & Associates in Boston, Massachusetts and Zimmer Gunsul Frasca in Portland, Oregon in both architecture and urban design. Sarah has a master’s degree in Urban Planning from Harvard University, a bachelor’s degree in Architecture from Washington University in St. Louis, and certification by the American Institute of Certified Planners.

Mr. Jencks joined Ranch Capital in 2016. Mr. Jencks is responsible for managing activities in Real Estate acquisition, development, and operations for Ranch Capital and its affiliates. Prior to joining Ranch, Mr. Jencks worked for Merlone Geier Partners in varying roles culminating in a partnership interest as Director of Development, where he led the entitlement and development efforts for multiple large, mixed use development projects in excess of $200 million each including office, retail, entertainment, hotel, and residential uses. Mr. Jencks also has prior experience as a practicing architect and private real estate development consultant. He has been responsible for the design or development of over $1.5 billion of real estate. Mr. Jencks is a licensed Architect and Real Estate Broker, a LEED Accredited Professional and active member of the American Institute of Architects, Urban Land Institute, and International Council of Shopping Centers. He received his MBA and Bachelor’s of Architecture from Cal Poly, San Luis Obispo.
