Townhomes To Fill In Missing JCPenney At Collin Creek Mall Project

The Plano City Council voted unanimously this week to allow developer Centurion American to replace what would have been a JCPenney's big-box retail store at the Collin Creek Mall redevelopment project with a series of townhomes.

The council amended Collin Creek's urban mixed-use zoning to permit the developer to build out 98 townhomes at Block Q of Collin Creek. The homes will border the Chisholm Trail with the developer's intent to create a pedestrian-centric neighborhood.

The city also approved changes that will allow for multifamily and independent living units on the site.

When Centurion American broke ground on the project in 2019, JCPenney was expected to serve as a landmark retail anchor, with its own shopping site on the mixed-use development's grounds.

The pandemic and Penney's subsequent bankruptcy reorganization resulted in the retailer axing plans for an anchor Penney's store at Collin Creek.

The developer instead acquired the existing store and proceeded with plans to create a residential development on the site.

Phase 1 of the mall redevelopment project is expected to reach full build-out in 2022, bringing new retail, restaurants and residential product into the community.
