Tim Chi waited until his girlfriend was ready to wring his neck to slip a ring on her finger. Tim spent a weekend trip to Toronto three years ago faking proposals (getting down on one knee to tie his shoes, planning a suspiciously lavish dinner) until his poor bride to be was ready to break. Only then did he actually pop the question. "She hated me for that," he says. Meantime, what tech savvy Tim came to hate was not being able to plan the wedding online. That lead him to launch WeddingWire.com last spring.

Tim knows every place in town to buy a tuxedo. His site has helped plan more than 30,000 weddings since launching last May. "We bring vendors and consumers together in one place," Tim tells us over a cup of coffee at Caribou Caf? in Bethesda, where his company is based. "Tuxedos, dresses, flowers, photographers, are all there for shoppers to compare prices and availability." The free site caught the attention of Martha Stewart Weddings, which paid $5 million in February to purchase 40 percent of the company.

Tim came to Washington after co-founding Blackboard, a computer network that connected college students and professors, while a student at Cornell in 1997. "We simply did not want to walk across campus in seven feet of snow to turn in papers," the Corona Del Mar native said. Blackboard has of course expanded its offerings and today is used by 2,200 institutions in 60 countries.

When Tim is not building his company, the 31-year-old is looking for the next great place to eat. He highly recommends the Inn at Little Washington (well, he and everyone else in the Metro area), but has his secret spots as well, such as Bob's Noodles in Bethesda. "It looks like every other Chinese restaurant," he says, "but the food is magnificent." It got the seal of approval from Tim's parents, who immigrated from China, so it has to be good.

David Stegon will don his tux for the ACG awards dinner TONIGHT. Feel free to come up to him with compliments, complaints (not really), and story ideas. You can also call him with any of the above at 703-674-7718 or shoot an email to David@Bisnow.com
