The SEC was shorthanded in '08, with two of its five seats going empty for the first half of the year. But with the swearing-in of new Commishes Luis Aguilar (Democrat) and Troy Paredes (Republican) in late July and early August, it now has a full slate. Last night, the two were feted at a Cooley Godward event sponsored by the Hispanic Bar Association. We dashed over, hoping to see them armed with magic wands to fix the markets.


Alas, no apparent superpowers, but Troy and Luis, center, have other talents—Troy, a '96 Yale Law grad, comes in as a leading academic on securities regulation from Washington U while Luis moves up from McKenna Long's Atlanta office. They're flanked by Marlon Paz, HBA-DC prez-elect and senior counsel to SEC Director Erik Sirri, and WilmerHale's Brigida Benitez. Not the first time Luis and Brigida have shared a stage—they were named the Hispanic National Bar Association's 2005 Latino and Latina Lawyers of the Year.


Playing host was former SEC Commissioner Roel Campos, a big force behind Sarbanes-Oxley during his '02-'07 run. He's now happily ensconced in private practice as Partner-in-Charge of Cooley's 40-lawyer DC office—and just in case he forgot, his wife Mini helpfully reminded him that he has no desire to return to government work. Luis inherits the office that Roel left almost exactly one year ago, so hopefully he doesn't find much gum under the desk.


Judge Jose Lopez, 18-year vet of the Superior Court bench (and prospective Bisnow best-dressed nominee), reports Indiana Avenue is full of anticipation on two fronts: to see what policies new Chief Judge Lee Satterfield unveils, and hoping things go smoothly with the Court of Appeals' move across the street in '09. With him: Diana Preston of the Securities Industries and Financial Markets Association, and Donna Norman, counsel to SEC enforcement director Linda Thomsen.


We were all ready to call Brandon Becker, Chair of WilmerHale's broker/dealer practice, the foremost expert on the area among the crowd of 100. But then we found that Steve Lofchie, down from Cadwalader's NY office for the festivities, is a walking encyclopedia on the subject. His Lofchie's Guide to Broker-Dealer Regulation is the authoritative treatise in the field. We were going to ask them to arm wrestle for the title, but the stern looks on their faces above deterred us.


Cooley's 11th floor was full of attorneys with connections from SEC work, but Michael Rivera of Fried Frank and SEC senior counsel Richard Dominguez met the old-fashioned way: watching their sons play baseball on the same Little League team in Arlington.


SEC attorney advisor Nancy Burnett closes her eyes imagining the excitement of appearing in this publication, Even better: She made fast friends with DLA Piper's Deborah Meshula, who heads the firm's 55-lawyer securities enforcement practice. Appropriate to the HBA-sponsored event, Nancy works on diversity initiatives in the SEC's EEO department.
