Maryland Governor Martin O'Malley announced at this morning's Bisnow Breakfast & Schmooze that the state is creating an administrative and legislative initiative called Invest Maryland that will give insurance companies state-issued tax credits in return for investing in local technology infrastructure.

|
The Governor says he hopes the program will spur investment of hundreds of millions of dollars in local companies and bring billions in return to the state. "The government can't become the venture bank for the state, but there are things we can do to help," says the Gov, especially after a 26% decrease in venture funding for life sciences during Q1. He says the state has been a leader in technology education, but has been outside of the top five when it comes to receiving venture funds. Overall, his biggest target is jobs, and his office is offering companies a $5k tax credit for each Marylander it takes off the unemployment line. (More info on his announcement.)

Former Lockheed Martin CEO Norm Augustine being interviewed by Nixon Peabody's Jonathan Redgrave. "Just because I'm being interviewed by a lawyer doesn't mean I'm being indicted," jokes Norm, who got serious when talking about the economy: He says unemployment (still at 10%, closer to 17% with those who dropped out of the market) will be a constant national challenge in the global marketplace that can only be combated with innovation in science and technology. "Over the last century, anywhere from 50 to 80 percent of GDP growth is attributed to science and technology."

Panel of Legends: Cherry, Bekaert & Holland's Craig Hunter interviews former MedImmune CEO David Mott, Maryland Industrial Partnerships Director Martha Connolly, Tech Council of Maryland CEO Renee Winsky, Intelliworks CEO Todd Gibby, and Novak Biddle partner and Telogy founder Tom Scholl. Tough love view from David: The 270 corridor has world class assets, but is executing at a second tier level behind areas like Massachusetts and North Carolina. Martha says the state can do more to help pre-VC companies acquire capital-we don't think she was a plant for Gov. O'Malley's announcement, just great minds doing what they do.

University of Maryland prez Dr. Dan Mote (still celebrating his women's lacrosse team taking the national championship) says the university is a leader in local and national innovation, helping entrepreneurs create companies through university grants, boot camps, and its incubator systems. "Innovation will come from teams of people doing incredible research," he says.

Symmetra Design's Mark Scott, Hinge's Sylvia Montgomery, Loiederman Soltesz Associates' Michelle Martin, and Keast & Hood's Mat Daw. OK, so most of these folks are on the architecture side, but they're too interesting not to take a photo: Mat's company is doing work on lighthouses, Michelle's cemeteries (yikes!). Sylvia's company, a Reston-based branding and marketing firm, is releasing a book later this summer. We wonder who will market it.

Dynology Corporation's Bill Prugh and Pierce Capital Partners' Rob Tillson. Rob tells us he has two companies for sale: an FAA contractor and a Sharepoint specialist, plus he has a bunch of companies looking to buy as the M&A dollars are coming back into play. Bill's company does IT consulting and systems integration, primarily within DoD.

Reston Limousine's Kristina Bouweiri, London Ink's Bob London, Sage Communications' Larry Rosenfeld, and Tech Council of Maryland's Rick Harris. We discovered that Reston Limousine can send you a car anywhere in the world. And speaking of getting out, don't slap Rick on the back if you see him in the next few days: He got a little too much sun over the holiday weekend.

UMd's Dingman Center for Entrepreneurship's Rudy Lamone and Deloitte's Chuck Carr. Rudy tells us the Dingman Center is continuing its global expansion, creating a business plan contest in Israel and planning another one in China.
