Of the $21 billion in proposed cuts from the federal FY11 budget, $7.5 billion are directly addressable by the contractor community, says Ray Bjorkland, FedSources' Chief Knowledge Officer (we assume plain "Smart Guy" was taken).

Ray spoke this morning at FedSources 25th Annual Federal Outlook Conference at the McLean Hilton. He says the cuts will create a zero-sum game where new programs only come at the expense of others, but “The Obama administration is showing there will be opportunities in places like healthcare, infrastructure, education, clean energy, small business incentives, jobs programs, national defense, and veterans care.”

More than 300 came out to see Ray, who says professional services will be one of the hardest hit areas (though DoD R&D work will remain strong); blue-collar O&M services will see a significant increase. To show how confusing the government market is getting: two years ago FedSources answered 10k client questions; last year it got 15k.

Global Hawk Update
 
Northrop VP George Guerra
Last week, Northrop Grumman’s unmanned Global Hawk aircraft flew a very impressive 24.5-hour mission in Iraq, directly from Beale AFB in Northern California, said George Guerra, VP of HALE Systems, at a press briefing yesterday at the National Press Club. The Global Hawk, developed over the past 10 years, flew more than 9,300 hours last year and is expected to fly 64k by 2015.

The plane pays for itself by doubling as a Ringling Bros' clown shoe in the off-season. It's being used by the Navy, Air Force, NASA, and soon NATO. The planes just flew a number of humanitarian missions in Haiti, taking more than 1,500 photos of damaged areas. It will also be used later this year for the Air Force’s Hurricane Hunters.

We ran into a (young) old friend known to many in the tech community for the last couple decades, recruiter Mike Kirkman, long ago of Kirkman & Searing of Tysons, then Korn Ferry, and now ramping up a boutique, Lochlin Partners, with former colleagues. His present searches reflect something of current hiring patterns: president of a Spanish bank opening in DC, head of government affairs for an association, CEO for an insurance company, CEO of a large non-profit in the development world, and CFO for a major area government contractor. On the personal front, Mike’s got two grown daughters in town—one with Institutional Investor, the other with Georgetown Hospital—and both pregnant. His son’s in NYC doing private equity (we gather that’s back), and Mike himself can be found at his place in Charlottesville on typical weekends.
