Acquisition Discipline

Bisnow Breakfast & Schmoozes: GSA’s Jim Williams previews the fall Federal IT scene, Sept 22renewable energy experts, Sept 16; legal gurus Sept 25; or just peruse our events in general.

The Feds needs to kill off struggling programs instead of funding them at a lower level and hoping they’ll recover, former Air Force Asst. Sec. Sue Payton told the crowd yesterday at AFCEA’s Acquisition IT Conference in Lansdowne.

Sue, a new grandmother in April, left the Air Force earlier this year and is now President of SCI Aerospace. She said the government also needs to reduce the number of unaccountable people, to give more responsibility to those making acquisitions. “It’s to the point where we have people checking the checkers who check the checkers.” (Not us. We don’t evan have editurs.)

Here’s the crowd of 150 inside the National Conference Center.

These two were fawning over Sue. We’re not sure if they were grabbing a snack or protesting for more acquisition dollars for the National Wildlife Fund.

The morning’s esteemed panel: USD (AT&L) Dep. Dir. of Defense Studies and Federally Funded Research and Development Centers Gary Bliss, Sue, Booz Allen VP Ron Kadish, and DISA PEO for Command and Control Capabilities Pete Hoene. Gary says that contractors are not to blame for cost overruns, but the acquisition officers themselves. The gov't as a whole needs to become more agile: “We’re in the business of risky projects; the question is when an acquisition project is failing, how quickly can the system adapt.”

iSuccess

We've seen VoPI before, when we try to type VoIP too quickly. But, it's actually a real thing, and lucrative. iCore CEO Steve Canton tells us his McLean-based company specializes in voice over private internet. “From a data center in Ashburn, we can provide private phone networks anywhere in the world,” says Steve, whose company has built networks for clients like Lumber Liquidators, the National Wildlife Foundation, the United Negro College Fund, and Sport & Health Clubs.

Steve’s team boosted iCore to a strong Inc. 500 showing. (They need just 23 more people holding up one finger to get the ranking right.) Steve grew up in DC (Duke Ellington HS) but went to Regis College in Denver. He was an exec for a number of telco companies including Cable & Wireless PLC, Allnet Communications, Bell Atlanticom, Telco Communications, and Excel Communications. Outside work, he’s coached soccer for his three daughters and proudly displays his youngest’s team’s championship trophy.
