The Obama Administration made government business boom with the momentous stimulus package, but now says it’s time to cut back all non-national security spending. Serving his first term in the House, Gerry serves on the House Budget Committee, the House Committee on Foreign Affairs, and the House Committee on Oversight and Government Reform. He has a reputation as an expert on issues affecting local and state governments and was recently elected President of the House freshman class, insuring freshman members of Congress have a voice in the legislative process.  Previously, as Fairfax County Chairman, he oversaw a $4.5 billion annual budget and one of the country’s largest school systems and office markets, earning Fairfax County the title of Best Managed Large County in the nation.

Todd is responsible for the budget and financial management of VA’s $110 billion budget as well as the Department’s performance management, business oversight, and enterprise asset management programs. Prior to the VA, he served as the CFO at the U.S. Department of Commerce’s National Institute of Standards and Technology where he was responsible for all NIST-wide administrative offices. As CIO of the IRS he was responsible for nationwide IRS IT functions, totaling $2 billion and 7,000 staff, and as CFO of the IRS he was responsible for the accounting of $2 trillion in tax receipts and oversight of the IRS’ $10 billion operating budget. Todd has earned three Presidential Rank Awards.
