| Charlie, a member of the Senior Foreign Service with the rank of Minister Counselor, assumed his current duties in June 2006. He has overseen a 4-year consolidation of the agency’s 900 servers at a new off-site data center, overseen desktop consolidation of the agency’s 34 bureaus, and increased workforce mobility through the “mobile computing” project, amongst other projects. Previously he was the Director of the State Messaging and Archive Retrieval Toolset (SMART) Program Office, the Department’s top IT priority that will modernize disparate legacy-messaging systems & establish a single centralized system for all types of documents. Half of his career has been spent working as an Information Management Specialist in overseas missions & at one point he oversaw the modernization of all consular computer systems around the world. |

Prior to BTA, as a Command and Control (C2) Modeling and Simulation (M&S) Senior Advisor at the Secretary of the USAF’s Office of Chief Warfighting Integration and CIO, he elevated warfighter readiness & accelerated acquisition and development of emerging warfighter capabilities. He also has served as Chief, Operations Integration Division in the Operations Directorate at the U.S. Transportation Command. |
